With the continuous development of China's economy, traffic congestion has increasingly become the focus of public concerning topic. Traffic congestion not only leads to the waste of time and energy, addition of the fuel consumption, damage of the environment, but also mental pressure and finanial loss on traffic participants. By means of research we can establish the relationship between transportation and social economic development, provide basic data like traffic politics, urban development strategy, motor industry politics and related taxation system for bureaus and government, so as to relieving the problem of traffic congestion from deeper level and it is of practical significance to guide people into green and low carbon travel.First of all, the paper summarize the present situation on theory research and model algorithm from home and abroad perspective. Then analyzing traffic congestion mechanism and determine standard from the attributes factors. Based on this foundation, the paper analyze the pattern of psychological movement on travel behavior, combing the study on individual and group mental activity model of travelers, exploring the travelers'psychological state from entire behavior, proposing to use mental loads in order to measure concrete psychological state, holding the psychological characteristics from the whole. Subsequently making theory analyze on motor traffic congestion costs, confirming the factors and formation mechanism of costs. On the basis of comprehensive aspects, erecting economic evaluation index system of traffic congestion. At last, the paper take Beijing as an example, combining the data of road networks information, making calculation and comparision between congestion extra time costs based on investigation questionaire and wage ratio, putting forwards to some suggestion about alleviating traffic finally.
