| Regarding the aquatic traffic safety evaluation studies,China lags behind Europe and the United States,and the west area of China falls behind the eastern area of China.The domestic researches mainly focus on water transportation developed areas such as the coast,Yangtze River,Pearl River,and the major shipping ports,while the water transportation safety assessment in water transportation underdeveloped areas was little studied.This study has macroscopically defined the characteristics of water transportation underdeveloped areas.Through comparison with water transportation developed areas,this research comprehensively and systematically analyzed the aquatic traffic safety status and present situation including the crew, ships,navigation environment,safety management,safety accidents,safety culture,etc,in the water transportation underdeveloped areas.It uses the system engineering theories,the marine accident cause theory,and the aquatic traffic accident cases occurred in Sichuan recent years to select those factors that objectively reflect the aquatic transportation situations in the water transport underdeveloped areas.These factors as assessment parameters systematically reflect the potential risks of water transportation system.Due to the complexity and the uniqueness of the water transportation system in water transportation underdeveloped regions,the use of indicator method,scoring assessment method,the index evaluation method,probability evaluation method or other methods to conduct its assessment of the safety status will be limited to be less than satisfactory results.Also,as the ambiguity of the evaluation indicators and the evaluation process, this study finally chose the fuzzy synthetical evaluation as the assessment method for aquatic traffic safety condition in water transportation underdeveloped districts.This method has been used in the actual safety assessment, and has demonstrated an important practical significance.Finally this article described and analyzed the emergency predetermined systems,plans,and the existing problems in aquatic traffic sudden safety accidents, and highlighted the issue of recommendations. |
