Research On The Safety Evaluation Of Transporting Dangerous On Inland Water On Non-accident In Chongqing

Along with China's industrial development and the growth of production of dangerous goods in recent years, the safety of dangerous goods transportation has also become the focus of the study. Of various modes of dangerous goods transportation, the shipping traffic is favored for its advantages of large capacity and low freight rates. Chongqing, the city on the Yangtze River golden waterway, has the natural advantages of water transportation. Therefore, safety evaluation is of great significance to promoting the standardization of dangerous goods transport sector development and has an important role in improving the safety and quality of the transportation.In recent years, China's water transport has a rapid development, with the size of capacity increasing rapidly, however, due to factors that the quality of the personnel involved in water transport is not compliance, ship inspection process is not strictly, the implement of the laws and regulations is not in place, and the Government makes inadequate supervision, accidents of dangerous good transport by water frequently occur. The water transport of dangerous goods management has a serious challenge.This paper studied the nature of dangerous goods, carried out a detailed analysis of the angles from the classification of dangerous goods and the main features and characteristics of the transport of dangerous goods; while from the current situation, analyzes the Chongqing safety management of dangerous goods by sea transport, and point out the problem for the dangerous goods Management Analysis. Based on the analysis of the status quo and characteristics of dangerous goods, this paper studied the popular methods of the safety evaluation. Combined with the characteristics of water transport safety management and reference to a large number of literature, based on the analysis of dangerous goods safety management situation in Chongqing, this paper identified the key aspects affecting the inland transport of dangerous goods in Chongqing, analyzed from the four aspects of the people - Enterprise - Environment - Government to extracting evaluation index and established a set of waterway transport of dangerous goods in Chongqing evaluation index system . Choose the AHP model as a tool to determine the index system of weights. The weight of the index system is got by AHP, combined with the relevant experts to obtain data on the relative importance of the indicators calculated by the weight of the index system.Followed in this paper, evaluation methods have been studied, established the principle of the evaluation method of selection, and analyze the pros and cons of various evaluation methods, then on this basis, choose the gray cluster analysis to establish water transport of dangerous goods safety evaluation model, designed the specific evaluation process of safety evaluation. The gray clustering evaluation model will integrate the results of various experts'evaluation to a comprehensive evaluation result, the security capacity of the company on project can be divided into four safety levels ,good, good, pass, fail to meet the need of project decision-making. The model is suitable for computer-assisted process for the result of the calculation, finally selected a company engaging in dangerous goods in Chongqing, whose capabilities of waterway dangerous good transport project can be tested by the mode provided out in the paper. In the end some suggestions of the Chongqing safety management of dangerous goods were offered .
