Recent years,the unique natural resources of mountain area make its tourism industry growth continuously and become an important growth point in the national economy.Also because of its unique geographical location,altitude difference and the increasingly frequent extreme weather,mountainous scenic areas are facing more and more severe rainstorms and disaster risks,and its tourism product safety issues will involve more and more people.As an important proposition involves multiple disciplines such as geography,tourism and disaster,the study of torrential rains disaster prevention and reduction capabilities in scenic area shoulder multiple evaluation missions.It is one of the important tasks to promote the development of regional science.In the context of this,four typical scenic spots in Qinling Mountains are selected as the research object,the evaluation index system of disaster prevention and mitigation ability of mountain scenic area is established to evaluate disaster prevention and mitigation ability of study area scientifically.This paper provides a theoretical basis and data support for the development of a more scientific and reasonable disaster prevention and mitigation policies.The main contents of this research include:(1)taking rainstorm disaster as the breakthrough point,construct an evaluation index system of disaster prevention and mitigation ability of mountain scenic area with three indicators,to evaluate the ability of disaster prevention and mitigation of rainstorm disaster in mountain scenic area.(2)similarity law and unascertained measure model are combined to calculate the index weight and comprehensive measure matrix;the ability of disaster prevention and reduction is given different values according to grades;and then measure matrix multiplied by disaster prevention and disaster reduction ability matrix to quantify the ability of disaster prevention and mitigation of scenic rainstorm disaster.(3)based on the ability of disaster prevention and mitigation,this paper evaluates the differences in disaster prevention and mitigation capacity of scenic spots,North-South and East-West of Qinling Mountains,and puts forward countermeasures and suggestions for the prevention and control of rainstorm disasters in scenic areas of Qinling Mountains.The main conclusions are as follows:(1)Indicators at all levels according to the size of the weight of the arrangement,from large to small are:monitoring and early warning capabilities>emergency response and rescue>disaster recovery and maintenance ability>the ability of disaster management.For mountain scenic area,prevention is very important for the prevention and control of rainstorm disaster,scenic spot should to enhance the ability and quality of monitoring and early warning for rainstorm.The hard power,such as disaster prevention engineering facilities,compared with soft power such as the disaster management capability for rainstorm disaster prevention and mitigation ability,it has more contributions.Scenic spots should focus on disaster prevention infrastructure construction,and constantly improve the disaster prevention infrastructure in the disaster prevention and control work,to enhance the hard power of disaster prevention facilities.At the same time,we should take into account the construction of disaster management ability,scientific and effective disaster management ability can make the work of disaster prevention and reduction orderly and organized,it also can strive for the precious rescue time,which will reduce the losses caused by the disaster to the minimum.(2)According to the comprehensive score of the disaster prevention and mitigation ability,the scenic spots are sorted from large to small:Taibai Mountain National Forest Park>Cuihua Mountain National Geological Park>Huayang town area>Golden Gorge national Forest Park.The reasons of the differences of the disaster prevention and mitigation ability of the rainstorm disaster:? Each scenic spot is distributed in different types of terrain,Taibai Mountain and Cuihua Mountain to mountain-type scenic spots,Golden Gorge to the main gorge,Huayang town is the mountain and valley beach,resulting in their risk of heavy rain different degrees.?Each scenic spot in the scenic infrastructure construction,especially disaster prevention and mitigation infrastructure investment funds are different,resulting in scenic disaster prevention infrastructure quality is different,affecting the final disaster prevention and mitigation capacity.?The disaster management system of Taibai Mountain scenic is different from other scenic spots.It sets up a special independent of the scenic disaster prevention management office,and has a more professional technical team to carry out scenic disaster mechanism and disaster prevention research work.?According to the results,the weight of monitoring and early warning capability is the largest,and the influence of rainstorm disaster prevention and mitigation capacity is also significant.The monitoring and early warning ability of the four scenic spots is different,which is leads to the difference of the disaster prevention and mitigation ability.?The difference of rainstorm risk degree.From the previous meteorological data,the number of rainstorm and the level of rainstorm are different in every scenic spot,it is a factor which caused the difference of rainstorm disaster prevention and mitigation capacity.(3)There is a significant difference between the north and south of Qinling Mountains,but a subtle difference between its east and west.There are several reasons:?There are obvious differences in precipitation between north and south of Qinling Mountains.The precipitation in south is large than north,and the rainstorms of south is also more then north.?The economic development level of the north side of Qinling Mountains is much higher than the south side,which makes local government funds for investment in the construction of scenic spots different.Funds further affect the construction of disaster prevention infrastructure.? Relying on Xi'an tourist city,the north side of Qinling Mountains can attract more tourists,its income and level of tourism is higher than the south,so does the infrastructure construction.While,as to the east and west of Qinling Mountains,the ability of rainstorm disaster prevention and mitigation in the east and west is basically the same,the difference is subtle.Innovations of this paper are as follows:The traditional unascertained measure model is improved to evaluate the ability of disaster prevention and reduction.
