Water resources, the rarest natural resources for human's survival and development, is one of the basic conditions which support sustainable development. With the rapid growth of economy of human society, the shortage of water resource becomes serious in China. As it can be seen, water problems have become one of the key factors restricting the development of economy and society, and it is even called a bottleneck of sustainable development of economy for most districts in China. It's become an important task of water resources worker that Strengthen scientific management of water resource and carry on optimal distribution.The effect and impact of water resource in the sustainable development in Shenzhen is discussed based on the theory of sustainable development, at the same time, water resource system of Shenzhen is analyzed and a optimal method of water resource system is given based on system decompose-aggregation method. Related suggestion and countermeasure of rationally developing and utilizing water resource also and accelerating sustainable development in Shenzhen is given. The following is detailed in the paper.The first part is the introduction. The background and significance of this paper is introduced from the problem of water resources optimal allocation, and the history of study and current of abroad or not of water resource optimal allocation is summarized, and the application of the theory of system incremental order in water resource system and multi-basin water resources optimal allocation is reviewed and generalized, so the content and direction of this paper is given.The second part is water resources and sustainable development. discusses related theory of sustainable development and concept of sustainable development of city and the effect of water resource in the region sustainable development. The concept, meaning and measure of realizing of water resource system is clarified.The third part is water-demand predicting and the analysis of the balance of supply and demand. The water-demand predicting and the water balance betweensupply and demand of Shenzhen city in 2010 has been analyzed on the theory of ration prediction method. Also the rationality of the result has been analyzed. The relevant reservoir water-demand processes are given. The mount of water that can be supplied is calculated through analyzing the hydrological of supply systemThe forth part is the optimal allocation model. The theory of water resource optimal allocation from the rule of allocation, optimal object, subject of model and so on is introduced firstly, then the rale and method of multi water supply's system structure and system summarizing from the view of creating model is described comprehensively in theory. The optimal model based on system decompose-aggregation and the solution applied double-DP algorithm and based on the case of Shenzhen is given, also the optimal allocation's result is analyzed and related suggestion of development and utilization of water resource in Shenzhen is supplied, which is the basis and support of the social and economical sustainable development of Shenzhen.Chapter 5, The conclusion of the paper, and the expectation of the future study. Make a conclusion of results of the whole paper, and point out the main contents of the future study.
