Study Of The Space Layout And The Planning Countermeasures About The Ensuring Housing In Jining

China is now in a period of rapid economic growth, with the socialist market economic system, to be pushed, as well as housing reform deepened,and the social stratification is gradually obvious among the urban residents, the phenomena is increasingly prominent that the social public resource which the living space of the mid and low earning social stratum holds is unfair, because of this,a series of social problems are caused. As an important public policy, urban planning plays an important role of distributing society and the material resources rationally, but also one of the principal of the Government to implement the scientific development of the city. The overall layout of the ensuring housing space is very important for solving the problem of the mid and low earning social stratum's housing, thus it will also bring the coordinated development,which is the layout of public resources of society in the space, to the whole urban space.This dissertation attempts to analyze the spatial arrangement of indemnificatory housing in old city of Jining City,conducts empirical research to the future urban expansion area, to explore policy of optimized indemnificatory housing spatial arrangement, In order to guide the optimization of urban living space more effectively.This article firstly analyzes the facing problems and the research significance of the living space, which the mid and low earning community in our country faces at present, elaborated the correlation concepts, reviewed the relevant theories and the practical experience about the living space layout of the mid and low earning stratum at home and abroad; secondly analyzes and investigates the whole housing present situation and the housing reform of Jining, as well as the construction process and conditions of the ensuring housing, then analyzes the main features of the space layout about the ensuring housing in Jining, verifies the analysis result by the directional questionnaire and interview, and get the elements about how to optimize the construction of the ensuring housing; thirdly studies the dynamic mechanism about the development of the ensuring housing, and carries on the analysis to the space layout's development of the ensuring housing in Jining,from the guidance and optimization of different angles such as the public service facilities, the public transit network, the community construction as well as the social network.For example, in order to optimize the different regions introducing the concept:TOD(Transit Oriented Development); proposing the philosophy of mixed habitation in the large area according to the mixed habitation theory, and carring on the operational layout scheme;taking the maintenance and the isomorphism of the society network of the mid and low earning social stratum as the sustainable safeguard measures to promote its life quality, from the following two important aspecsts to analysis the policy of optimized indemnificatory housing spatial arrangement:one is the continuation of the geography relations network and the other is the construction of the neighbourhood network, and so on. further suggesting for the ensuring housing on the view of the urban planning, and providing guidances for Jining on the construction of the ensuring housing.Finally, points out the research's limitation and the following content which needs to be further deepen.
