Studies On Urban Indemnificatory Housing Site Layout Optimization

Abstract:Housing is one of the most basic human need and achieving "home ownership" is Chinese people’most sincere wish. For thirty years reform and opening up, China’s housing policy has experienced from "national security" to "market supply", and constantly developed from "market supply" to "social security". Indemnificatory housing faces deep-seated problems and difficulties in the process of rapid and comprehensive development. On one hand, under the drive of land economic benefits, indemnificatory housing location layout centralization and suburbanization trend is increasingly serious, which reduce the chance of low-income groups’ using urban public space resources, and it is also not conducive to social fairness and stability; on the other hand, this kind of location layout exacerbates inadequate infrastructure facilities. What’s worse, it may cause Community identical, low city efficiency and slum issues. Given the current situation, a further study of optimizing the layout of indemnificatory housing methods is necessary and meaningful which is beneficial for city decision-makers to make scientific and reasonable judgment and promotes its sustainable development.This paper focuses on optimizing the scientific location layout of indemnificatory housing. The author attempts to comprehensively consider the influential factors from transportation, infrastructure, employment, environment, land and construction conditions of housing location layout, and then concludes the optimal location planning after judging the indemnificatory housing’s location layout scheme by adopting analytic hierarchy process which is the combination of qualitative and quantitative. At last, the author takes public rental housing location layout of Changsha as an example, using the analytic hierarchy process to calculate influence factor’s weight and score to conclude the optimal location planning scheme, and propose optimization suggestions and strategies to unreasonable scheme, which improve the overall site layout relative rationality and provide theoretical reference and practical experience for optimizing the location layout method of indemnificatory housing in our country.There are four achievements in this paper:Firstly, it systematically analyses the characteristics, problems and reasons of our Urban indemnificatory housing site layout optimization; Secondly, based on a questionnaire survey and analysis of current problems, it concludes the main affecting factors of site layout, which helps to construct the analytic hierarchy model; Thirdly, it constructs the analytic hierarchy process as the main optimization method of housing location layout. Last but not the least, it gives the most rational layout of Changsha public rental housing and proposes some recommendations and strategies on site layout optimization.
