During power network planning, this paper puts forward a complicated and systematic power network planning method which is comprehensive planning method. Comprehensive planning method is a integrated method which can match theory and practice.At the beginning, this paper does research on power network planning and proposes the general planning method. According to the future demand of the city power network and regional status and areas, this paper forecast the future power demand by comprehensive load forecast method. Based on the load forecasting, this paper planned substation locating and sizing.Then, according to power demands, this paper planned the distribution power network by different planning scheme to resolves different problems. Those scheme can enhanced the power supply reliability and power resource using ratio, and also can make the present power network more scientific and reasonable。The comprehensive Planning Method, using in10kV power network of ChengGuan region implys that can improve planning efficiency,which is well in application and practical guidance.
