With the rapidly growing and popularize of the computer and the communication technology, the information of the power industry is developing rapidly, and proposed the higher request for information or data sharing and interoperation in applications of power systems. But the huge data source and the heterogeneous in power system, restrict the sharing and interoperation of power information greatly.To address the problem, the International Electrothecnical Commission published the IEC61850 standard for the Substation Automation System and the IEC61970 standard for the Energy Management System, which defined their own data model and the Application Programming Interface, and get the widespread appliance in Substation Automation System and control center. However, the supreme goal for IEC is to build the seamless telecontrol communication system, and achieve the the integration of the power information. To become the basis of the integration, the major problem is how to coordinate the two models to comply the data sharing for heterogeneous systems.The IEC61850 and the IEC61970 standards have been firstly introduced in the article, and then present the core of the two, include the configuration for communication to Intelligent Electronic Device and the communication structure in substation in IEC61850, and the Common Information Model in IEC61970. To analysis the architecture and the grammatical features of the configuration descripation language in substation, and design a SCL configurator by the C# programming language, it can achieve the SCL file automatically. Research on the CIM models, analyze the import and export mechanism of CIM/XML, and discuss its core function and the methods for achievement, including the mapping between the object-oriented model and the relational model, and the generation of the CIM/XML, use the NHibernate object-relational mapping technology on .NET, to solve the contradictions between the object-oriented model and the relational model.To discuss the semantic information model of SCL and CIM, point out the defect of the XML Schema and RDF Schema such as the difficulties for describe the semantic information, the weakness logic capacity, and so on. Construct the semantic information model by the ontology,build the ontology model of the two, and realizing the semantic formalized expression of the two models by the OWL ontology language. At last, the method of the mapping between the two models by ontology is put forward, to establish the unified semantic information model of power equipments. Simultaneously, an ontology-based data exchange method was introduced on the basis of the ontology technology and data exchange and integrate technology, can contribute the data information sharing and interoperate for the Substation Automation System and the control center.
