| With the vigorous development of our country's Road Transport industry and rapid growth in the number of motor vehicles, the resulting traffic safety problems have become increasingly prominent. The traffic accident has become hot issues which had an impact on the economy growth and arouse the social concerns. The commercial vehicles for passengers, as the major part of the comprehensive transportation, caused serious traffic accidents, which the proportion is much higher than vehicles for other purposes.In order to reduce the accident of road passenger transport company operating avehicle, we should first objectively made security assessment on the status of road passenger transport enterprise, then propose security control measures, prevent accidents, increase enterprise economic efficiency. Undoubtedly, it will play an important role to improve the level of road passenger transport safety.This article is based on the issue of "Safety Evaluation Index System research of road passenger transport enterprise in Shanxi", which is beard by the Transport Authority of the Shanxi Province and Chang'an University.The research include road passenger transport industry Safety Analysis in Shanxi Province, Safety Quantitative Evaluation Index System and the target weight factor analysis, safety assessment methods, drafting implementation plan of road passenger transport industry safety evaluation.The paper took the road passengers transport enterprises as the research object. Firstly, proceeded from current situation of safety production of these enterprises in Shanxi province, based the safety assessment and system as the theoretical foundation, it analyzed the three factors affecting road transportation safety, following the driver, vehicles, integrated management etc. Secondly, combined with the component characteristics of road transport accidents and current situation of passenger transport safety in Shanxi,the paper introduced and compared several commonly used methods of safety assessment, and took G1 Evaluation as the final choice which demanded no consistency test. Meanwhile, it established a more comprehensive road passenger transportation safety evaluation system and framework in line with related system processes and principles. The framework was divided into three levels, including three second-level indexes and forty third-level indexes. Also, the reasonable explanations were put forward. The data collected from expert advice and the indexes weights were manipulated through G1 Evaluation. In the end, the paper used Visual Basic as the software platform, and completed the preliminary work of the security evaluation software system of road passenger transport enterprises in Shanxi. The software system was given the login screen and the draft rules. |
