Road passenger transport plays an important role in the transport market characterized by fast and convenient. Based on this, through risk assessment method, paper will quantify security risks existed in the system and classify. It’ll compute the key risk in the passenger transport system, which is as the theoretical basis of risk control. It can not only achieve efficient security management and reach the purpose of minimizing accidents.Based on concepts of safety assessment, traffic accident and risk, this paper proposes foundation and core content of safety management evaluation. According to safety rules and regulations and management model about road passenger transport company, analysis safety management issues existed in passenger transport enterprises including internal control and the management of the external bus terminal. By further analysis of the risk factors, which have induced traffic accidents, this paper digs out the root safety causes of passenger transport system, and provide evaluation index for safety evaluation. With quantization process and system evaluation consequences of risk assessment method, analysis safety performance of passenger transport enterprises, and sorted by the level of all the risks, complete control the the priority of risk control and management to key risk. Thus, achieving the object of preventing and controlling accident traffics and degrading or eliminating security risks.
