In recent years,the rural road construction has been the emphasis of work of Ministry of Transport and accelerates the development of road passenger transportation in rural areas.Nevertheless,there are little studies on passenger transportation safety in rural areas.So,to guarantee the trip safety and convenience for rural inhabitants,the study on latent factors of passenger transport safety and on reasonable allocation of transport capacity in rural areas would be the focus in further researches.To begin with,the current situations of rural road construction,the construction of passenger station and the distribution of route in Shaanxi province were investigated.Then,the factors that influence the passenger transport safety in rural areas in Shaanxi province were investigated in detail.At the same time,the countermeasures of management to rural passenger transport in Shaanxi were studied.In the third chapter,an indicator evaluation system was established,in which the weight of each evaluation indexes was calculated by AHP.Meanwhile,a matter-element extension evaluation system based on matter-element theory was established,in which all indexes were quantified.The results of the evaluation system indicate that the rural passenger transport safety level in Shaanxi is second,in which the index grades of road and personnel are first,the index grades of management,environment and economic loss are second,the index grade of vehicle is third.According to the analyses of these indexes,the dominated reason,influencing rural road passenger transport safety in Shaanxi,is unlicensed passenger vehicles induced by unreasonable allocation of passenger transport capacityUltimately,due to the unreasonable allocation of passenger transport capacity,an allocation model of passenger transport capacity in rural areas,solved by and Lingo,was established to optimize the transport capacity.In the model,the safety and economy were objective functions,and the attendance rate of passenger transport was the constraint.Meanwhile,the case of Weinan was selected to verify the practicability of the model.The results demonstrated that the amount of minibus,medium bus and large bus are 88,465 and 378,respectively.
