A Study On Governmental Functions In The Construction Project Quality Supervision

Our country has established a comparatively perfect system of construction project quality government supervision,which is absolutely necessary to any country. In order to stimulate the economy,china recently invested 4 trillion,a massive infrastructure construction are coming, and government supervision for construction project quality will face new challenge.In the new situation, transformation of government function, supervision system reform and mechanism innovation is the inevitable choice for sustainable development.The dissertation review the system evolution of construction project quality government supervision, the relevant theory at home and abroad for reference, and point out the main problems existing, including construction enterprises honesty mechanism laged, power of government atrophied relatively, work of project quality supervision inadaptation, project quality supervision system should be improved and so on, then put forward the government functions in the construction project quality supervision. As an example of Guangzhou certain district, base on 234 groups basic data ,statistical analysised the construction quality issues in the area, which mainly showed g round and foundation, main structure, man, environment,construction enterprise,s upervision enterprise and so on. By analyzing the relationships between the 11 factors affecting the engineering quality, it is found that management methods and materials are the third class polyploidy factor.Besides,construction enterprise quality management integrity evaluation system is establishe d and application analysis,the result proves that there are 93.62% of the construction enterprise passes the evaluation.This dissertation concludes the countermeasure to play a function role in Construction project quality government supervision,including improve the legal system, improve regulatory efficiency, enhance personnel quality, life-cycle quality supervision, establishment of quality integrity evaluation system, and focus on housing project quality and so on.Project quality is one of the basic target of construction project management.because of the game in multi-stakeholder, quality management system in China is even more complex engineering. This dissertation research on the role of government is only one aspect, the quality of our construction projects also rely on others to further enhance the efforts of all parties, long way to go.
