Research On Government Supervision Mode And Evaluation Of Construction Project Quality In Shenzhen

The quality of the project is closely related to the people’s life.With the continuous progress and development of the construction industry,the scale of the construction project is increasing,the construction difficulty is more and more high,the construction standard is more and more standard and strict,the people’s demands for the quality of the construction engineering are also getting higher and higher.In September 4,2014,the Ministry of housing and urban and rural construction carried out the prologue to the two years of project quality control through teleconference.Accordingly,the construction field and construction market in China have formally entered the national project quality control action which has been harnessing the greatest strength since the founding of new China.As the government supervision function department of construction project quality,it is imminent to establish a set of perfect evaluation index system of construction quality government supervision level,optimize the mode of Engineering Quality Supervision and improve the level of supervision.This paper analyzes the mode and characteristics of the government supervision and management of the quality of Engineering in developed countries and developed cities in China,such as Germany,the United States,Japan and Singapore,and analyzes the existing problems in the current mode of government supervision and management of the quality of construction projects in Shenzhen,and puts forward the overall general idea and concrete measures of improving the government supervision mode of the quality of construction projects in Shenzhen.According to the existing construction project quality government supervision mode,a preliminary index system is set up.Through the design questionnaire and consulting senior experts,the index system is optimized and suggested,and the completeness of the laws and regulations,the policy basis and the rules and regulations,the rationality of the supervision mechanism setting and the supervision work plan are set up.In the aspect of rationality,the implementation of supervision work and the improvement of the evaluation of supervision work,the evaluation index system of the quality government supervision level of the construction engineering quality of the quasi measurement layer is five.The analytic hierarchy process is applied to the weight analysis of the target layer and the standard level index,and the two government supervision project is taken as an example,and the hierarchical structure model is replaced.The fuzzy comprehensive evaluation method is applied to evaluate the government’s supervision level of project quality.The results of evaluation and analysis prove that the construction project quality government supervision and evaluation system and the evaluation method used in this paper are applicable,which will make the objective and scientific improvement of the government supervision model and suggestions for the follow-up,and then improve the level of the quality supervision and regulation of the construction project in Shenzhen.
