Domestic transportation career is growing at a very rapid rate, and we have built a lot of bridge structures. To make good use of the bridge structure in the transportation network, and to achieve effective management are very important to the bridge maintenance department. The target of this paper is discussing the implementation of Bridge Management System, putting forward realistic procedures, strategies and methods to make assessment and decision, discussing the whole process of analysis and design using the Bridge Management System. And we finally develop the computer software. In this paper, the following aspects are studied:This paper briefly reviews the history and current situation of the development of the Bridge Management System, introduces the basic concepts and application of the Bridge Management System, and summarizes the main practical experience of using the Bridge Management System all over the world.Currently, the best software to achieve effective management is CBMS which is developed by the Highway Research Institute of the Ministry of Communications. This paper focuses on function module design of the CBMS system. System design provides 45 blocks, more than 100 functions and 6 subsystems which including data management, statistical inquiry, evaluation and decision, cost model, maintenance plan, etc.According to the evaluation system of CBMS, we proposed the bridge adaptation index (SES); bridge safety index (SEI); bridge durability index (DEI) and the bridge comprehensive index (BCI) to evaluate the technical condition of the bridge, developed a corresponding evaluation criteria to evaluate the technical condition of various parts of the bridge and used standard measurement to give a grade to evaluate the technical condition of the whole bridge. The adaptation of the bridge consists of the bridge adaptive driving conditions (DSC), the bridge capacity adaptation (PSC) and the bridge environmental adaptability (ESC) Evaluation. Safety index is the embodiment of carrying capacity of the bridge structure. Firstly, we should analyze the major components which influence the structural safety and evaluate the safety index of these components. Secondly, we will evaluate the safety index of the whole bridge. The major factors influencing the durability of the bridge structure are damage, erosion, carbon, steel corrosion and alkali aggregate reaction. And according to this, bridge structure is ranked as one, two, three, four and five.Xushui River Bridge of the Lianhuo highway as an example, this paper introduces how to use the related management system function modules for data management technical assessment and decision-making for maintenance.Bridge management system using for convenient bridge management plays a very remarkable role, through years of using,we found it can still do a good job but some problems such, as interface management, unclear definition of index are still existing which will cause some function error,incomplete basic index, etc. Based on the reality of the bridge, the future direction of the system is also presented.
