With the rapid growth of economy, China's highway construction has entered a new stage of development. Owing to good mechanical properties, better durability and driving comfort, asphalt concrete pavement is more and more valued by the road sector. At present, China's highway is in the period of construction and maintenance, and it gradually transits to the conservation-based period. Closed to the life of early roads, serious early damage of new roads, while China's rapid traffic growth, severe overload, all of these are in a test of the conservation management of highways, and put forward higher requirements.Because the research on the highway pavement management system starts late in China, for a long time, the idea of supporting reconstruction but contempting maintenance makes money invest into highway maintenance too lack every year.The backward of the technical methods, equipment of inspection and maintenance, makes the traffic data less and inaccuracy coupled with human factors. The traditional method that determine the conservation section and conservation technologies depending on qualitative observation and subjective experience of engineers is lack of objectivity and accuracy.To improve the evaluation of pavement performance, the decision-making of the road maintenance management and help conservation policy makers and conservation managers make decision, this paper studies the use of grey system theory in the pavement Maintenance Decision Management, combining of the feature of gray's "little data modeling".This paper mainly studies two aspects problem, the evaluation of pavement performance and optimization of pavement maintenance management decision-making. To evaluate the performance of the road, this paper proposes a method of gray evaluation based on center triangle whitening weight function, and the weight is determined by entropy objectivity. Grey decision-making which is improved in using and also explained to be more reasonable by comparative analysis of example is introduced to order conservation sections in pavement maintenance management decision. This paper analysises the sequence of the sections which need to be cured based on ideal point and negative ideal point method in the condition of multi-objective resource constraints. Benefit cost ratio is used in optimization of funds allocation and obtaines better results.
