In china, the cement concrete pavement changes from "Construction Period" to "conservation Period".A large number of cement concrete pavements have emerged a variety of diseases, due to various reasons.This situation has severely affected the performance of use, so it is much-needed maintenance and transformation. Shanxi province is abundant in coal,but the phenomenon of over loading is very common, and the over loading destroy the road badly, so the situation is even more serious.Spread asphalt overlay on former concrete pavement is measure of heavy repair and rebuilding which could effectively resume the using function of former concrete pavement. Compare with other measure, this measure is comprehensive in Shanxi province, but the reflecting cracks of overlay which develop rapidly affect the using function and lifetime of spreading overlay. Therefore, in Shanxi Province, it is a challenge to find a set of spread asphalt overlay on former concrete pavement technology that technically meets the actual requirements and economic rationality.This paper will take S311 (xinzhou-taihuizhen) highway as main study object to expand technical and economic comprehensive evaluation on spread asphalt overlay on fromer cement concrete pavement.The survey on old cement concrete pavement condition is an important foundation work, it provide the basis for repaving programs. In this paper, we connection with the old cement pavement damage characteristics of Shanxi province, established a applied old cement concrete pavement evaluation system that include Pavment Surface Conditon Index (PCI),the rate of broken plates(DBL), transmission coefficient of joint,and so on. This article also use efficacy coefficient method to build comprehensive evaluation Index of the pavement condition, and take it as a variable, use fuzzy mathematical theory established membership function of six different preliminary proposed program based on pavement conditions comprehensive evaluation index, in order to provide guidance on the application of programs.The finite element method is an effective means to solve complex mechanical problems, In this paper, we use general finite element software ABAQUS,build full size three-dimensional finite element model to simulate stress response of each program under traffic load and cooling conditions, analysis of the force characteristics of each program, combined with the determine fatigue theory knowledge to selected reasonable overlay thickness for each programs.Economy is an important aspect for a program feasible or not, in this paper, we take the programs tatal life cycle cost as an index for a simple comparison.In this paper, we use data envelopment analysis (DEA) method, consider the technical, the economic and other factors, have a comprehensive comparative&evaluation on each of the repaving program, for non-DEA efficiency programs, gives the corresponding improvement suggestions.
