With the accelerating pace of urbanization, the contradiction of water supply and demand, overexploitation of groundwater, the pollution of surface water, urban flooding and other problems have increased, control city flood issues and cut expenditure of water are the important things that we must face to. The development and utilization of urban rain and flood resources has become research focus, but the use of urban rainwater has not been fully operational yet, the technology and facilities of using rain and flood is not perfect which lacks of systematicness. For the full development and utilization of urban flood resources, this paper described the utilization of current rainwater resource utilization in domestic and international cities as well as the basic concepts and theories of set pair analysis. Then we studied the feasibility, applicability, and specific methods in urban rainwater utilization by using set pair analysis. The main results we obtained are as follows:(1) As the complexity, diversity and variability of the weather conditions, there is a lot of uncertainty and ambiguity on the prediction process of rainfall. It is difficult to get a clear understanding and accurate prediction for the development rule and characteristic changes of the long-term rainfall by using the conventional method. In this thesis we proposed the prediction of rainfall based on set pair analysis and established the urban rainfall forecast model.(2) The water demand forecast is not only a effective means for the planning and management of urban water resources but also the optimal operation and management of urban water supply system. So the cluster analysis method and the set pair analysis method are proposed to be coupled in this thesis, and then we established the prediction of urban water demand forecast model based on set pair cluster analysis.(3) On the basis of full investigation and study of the technology and facilities of urban rainwater utilization at home and abroad, we introduced the technology, measures and approaches of city rainwater utilization from three aspects including urban green space, urban roof and urban roads which could provide a reference for the use of rainwater resources in cities.
