Power cable as major power transmission equipment, power systems, has an irreplaceable role. In recent years, with the continuous development of the cable, rubber cable insulation because of its excellent performance and economic performance, application become an increasingly widespread, with the attendant there have been a number of different problems with the traditional cable. Rubber insulated cables hidden defects in the development of rapid, on the traditional cable DC voltage test sensitivity is not high, and the insulation failure is also increasing every year.In this paper, the current popular test method of rubber and plastic cable under analysis, and compared the advantages and disadvantages. From a practical application point of view, we believe that the priority use of rubber and plastic cable insulation testing AC voltage withstand test is recommended as an acceptance test when the in oscillatory wave voltage AC voltage withstand test of alternative tests, 0.1Hz dielectric loss as a general preventive tests and pressure tests the main experiment. In the 10kV following system, if the site conditions are not met, can be used instead of DC voltage test AC voltage withstand test, but is generally not recommended.We strongly recommend the development of cable on-line monitoring techniques, point out that the main constraint on-line monitoring technology difficulties in the following three areas: improving measurement accuracy and anti-jamming capability, insulation condition assessment tools for basic research and experience in data accumulation, an effective computer real-time processing technology. If we can solve the above problems and come up with applications for proven on-line monitoring technology, undoubtedly, the safe operation of cables to extend the service life and reduce the incidents of loss of great significance.Through years of practical work experience, we found that rubber and plastic insulated power cable fault mostly concentrated in cable accessories (cable head) position. According to our analysis, the main reason is that cable accessories production and installation of inferior quality .In order to prevent cable insulation failure, in addition to emphasis on prevention trials outside the insulation, more importantly, is to attach importance to production and installation of cable accessories, cable accessories to enhance production quality control. Through these measures taken, rubber and plastic cable insulation failure rate is greatly reduced, in practice, also achieved good results, to improve the safe operation of the grid system factor, decrease of rubber and plastic cable insulation due to the economic losses caused by the accident. Therefore, we believe that if we can establish reliable quality control procedures, completely free from the conventional destructive acceptance tests, this is the future of cable production and installation should be working for.
