To accustom the rapid development of substation automation technology, on the base of data model of UCA2.0 and according to many concerned standards, IEC make the first whole international communication standard system on substation automation system, that is, IEC61850. IEC61850 communication standards and the development of future release mark the substation automation of communication towards a unified modeling, unified application of seamless communication system development. IEC61850-based products will be the development of future technology trends, but domestic development has been lagging behind the development of large foreign companies. IEC61850 standard as the current domestic and international communications departments and research units of electricity have a concern to the forefront of topics.The paper introduces the background and research status of IEC61850, represents the character,function hierarchy structure,the core technology and advantages of the standard. The research about the model of IED used in substation is presented and realized from the aspects of server,logical device,common logical node and so on.A new type intelligent electronic device which is applied to substation spacing layer based on IEC61850 system and new substation communication network is developed, which is called graphic communicating controller. In the design proposal of the device, it proposes one kind of new design method in which it uses ARM and DSP processors. Now the real-time information grows quickly in the electrical network. It makes use of the fast digital signal operation and the formidable real-time monitoring function of embedded ARM and DSP processors to satisfy the request of the practical application. Modularization design method is adopted in hardware and software design of intelligent device, so the intelligent device is extended. It is available for the developing trend of the substation automation system. The device that proposed in this article has been successfully applied to actual project, and the substation automation system has characteristics of intellectualization, informationization, high reliability, low cost.
