The power quality problems in all aspects become the focus of attention, and power quality monitoring is a hot research on international. The network technology used into the power quality monitoring, and establish a new user server mode, is the common aspiration. It is very important to improve the power supply system of safety, reliability and efficiency, and ensure the normal operation of the power system of agricultural production.This article according to the power quality national standard, IEC standard, and IEEE standard, point out the existing problems in power quality analysis and evaluation, and present a reconstruction method on power quality index system analysis combined with the requirements for comprehensive control.Combining the present situation of electric power monitoring system, monitoring objects are classified into two kinds, substation users and power users. Different nature of power quality monitoring stations should monitoring different index system. The substation users monitoring point include feeder and bus, evaluate the voltage quality in bus and current quality in feeder. Power users were divided into with neutral and not with neutral. Install different monitoring index of the terminal in different kinds of monitoring point.In power quality indicators are extracted from the same voltage real-time waveform, its ability to reflect the quality of voltage also has different characteristics. This paper presents a decision using independent component analysis method, through the classification indexes for data space, solve the power quality multi-index exist between ambiguous coupling problem, determine the weights of evaluation indexes, improved TOPSIS method. Through an example to verify the feasibility applied to evaluate the power quality.According to the present state of intelligent network construction, propose open power quality monitoring system design and implementation of the scheme. According to the principle of openness system modeling CIM and IEC 61850 criteria for substation, present the management system based on public information and the structure model based on J2EE platform. Puts forward a multi-level and distributed system of three-dimensional application framework, make application is compatible with the standard Web browser, and provide special application client, also support based on Web information integration service.
