With the high development of economy and social civilization, the conflict between environment and resources is increasing serious. Energy saving and emission reduction are becoming more important than ever. The energy consumption of buildings, the high energy consumption problem of the government and large public buildings in the operating period is significant more and more. How to improve the operation level becomes the important mission of Ministry of Construction. Therefore, the relevant state ministries promulgated"the views of strengthening energy saving management of the state organ office buildings and large public buildings", and demand energy consumption monitoring platforms to monitor the energy consumption in the government office and the large public buildings dynamically. Furthermore, the energy consumption statistics, energy audits, energy efficiency publicity and energy-saving task will be promoted.In this paper, according to the relevant technical guidelines, the criterions and norms, the design of the energy consumption data collection and monitoring platform about the large public building is proposed, based on the remote monitoring and control system. A basic platform of the remote monitoring and control system was built in laboratory.In this paper, the remote monitoring and control system is preliminarily designed based on LonWorks bus, implementing the real-time acquisition, electricity consumption and temperature monitor. The system is composed of Remote Terminal Unit, data acquisition and Cremate Terminal Unit is mainly used to collect and deal data, achieved by the LonWorks intelligent node. Data acquisition is mainly used to collect and transmit data, achieved by the i.LON100.The LonWorks intelligent node is to achieve the collection and procession of data and transmit data to the i.LON100.i.LON100 communicates with the LonWorks intelligent nodes, and communicates with the PC monitoring program through the OPC (OLE Process Control).PC mainly used to achieve real-time data storage, display, and data analysis. To facilitate the control of the field data and forming the completely network observe and control system, we adopt the InTouch monitoring software to design the control interface of the upper-computer. Here, we use LNS OPC Server and the OPC Client characteristic of the InTouch to set up the dynamic data chaining between InTouch and LonWorks network, realized the monitoring, manage and maintain of the location plane at control system to air conditioning.The design for the software and hardware of the data acquisition and the monitoring program have used the modular technology, then ensured the reliability, stability, flexibility and scalability of the system. The system has completed the structure of hardware platform and debugging and running of software system in the demonstration project. The system achieved the performance basically. It laid the foundation for building the standard and general platform of the large public building energy monitoring system further.
