In order to break the fragmented situation of business management, integrating resources, achieving share, optimal Management, focus on issues of countries, industries and concern to the people, providing services for industry regulation, leadership in decision-making and the public at a higher starting point, for the "Eleventh Five-Year" information development of highway and waterway transport laying the foundation, Ministry of Communications in 2005 launched a "provincial road traffic information resources integration project", "regional road passenger transport integrated information service system" and "public transport information service system" etc. and three traffic information projects. April 2007, in accordance with instructions issued by the leadership of the Ministry of Communications, on the basis of traffic information projects in the 2005-2006, the city to accelerate the pace of the construction of intelligent transportation, accelerate the pace of urban ITS construction.Based on the building to "Kunming city ITS management command system" project and software engineering theory, this paper describe how to achieve the comprehensive operational analysis of ITS through software. Article with "logic modes" and "functional modes" framework and "Software Engineering Theory" clue has a more detailed exposition about software design. Involving data warehousing, data mining, decision analysis, such as special areas of computer knowledge, but also covers the mathematical model, calculation methods and other aspects of applied mathematics.This paper attempts to break the single line thought of paying attention to hardware construction but neglecting software construction in the field of transport, on existing hardware-based, fully integrated software system propose a new solution thinking to realize traffic intelligential, applications in the transport of the data warehouse, data mining, decision support systems, such as the concept of software propose solutions, and describe the design and practical method of the actual use seven functional modules in "Kunming city ITS management command system" project. This paper in the actual project as a core technology document, played a very important role, played a role in guiding and promoting for the smooth implementation of development projects.This paper, although comes from the practical problems solution of the actual item , but the idea in the article's argument, the arguments used, and the method of proof release from the Restraints and limitations of actual project, give a unified solution in a wider basis of such issues.The developed level of traffic represents the level of a country civilization. Today the information is everywhere, the traffic information is a concern focus, the unified management of traffic data, traffic data release is the indispensable part of building a orderly and harmonious society, also an important component of people "clothing, eating, living, moving" four elements. Covering urban transports, rail transports, air transports, maritime transports, the"big traffic" concept, because of the importance as a nation's"blood", has more and more been concerned. Seemingly unrelated to the different transport elements, but in reality life they are inseparable. To achieve the "big traffic" intelligent management through the software has a great practical significance. This paper uses the intelligence analysis of urban traffic most closing to the livelihood of the people as a breakthrough point. The intention is to build blocks for our nation scientific research in the field of intelligent transportation.
