There are some problems in rice irrigation of Heilongjiang Province, such as the waste of water consumption, shortage of water resources and lower water use efficiency. According to the principle of rice control irrigation technology and the existing research results, this paper established a water-saving rice control irrigation system for the whole growth duration of rice. The use efficiency of field irrigation water can be greatly improved. Based on the water-saving management in the field, the seedings and field cultivation technology of advantage variety were studied. And the technology model of the rice water-saving cultivation in Heilongjiang Province was created. These can provide the technical support for the standardized management of rice water-saving and high-yield.Through the compare and analysis of rice planting density and varieties, in the rice returing green stage the lower control limit of the soil water content is 80% of the saturated soil moisture content. In the early and middle tillering stages the lower control limit is 85% of the saturated soil moisture content. In the late tillering stage the lower control limit is 70% of the saturated soil moisture content. In the jointing-booting and full-heading stages the lower control limit is 90% of the saturated soil moisture content. In the milky and yellow ripeness stages the lower control limit is 70% of the saturated soil moisture content and at these stages rice rare-planting is the best mode for rice control irrigation and high-yield cultivation. Rice oasis 2 and dragon Shield 104 production is relatively stable and suitable for planting in black soil of cold region.A comprehensive analysis, the irrigation amount of control irrigation in rice growth period reduced 30%-40% compared with the conventional irrigation. In the total rice water consumption the proportion of rainwater is close to 60%, over 10% higher than the conventional irrigation. Rice control irrigation combined with rainfall make full use of rainwater resources, reduce irrigation frequency and the amount of irrigation water, enhance the utilization of natural water and form a circulating system of sustainable utilization of water resources. So the control irrigation is a rainwater-storage and water-saving mode.The high-yield cultivation and control irrigation mode for rice can save water resources, ensure food security of China and is beneficial to realize the sustainable development of the rice production, even the national economy. The research of the cultivation mode and rice varieties has practical significance in further raising rice yield, increasing farmers’ income and improving rice quality. The application of this research was able to ease the shortage and the short supply of water in Heilongjiang Province and has important significance for the effective use of water resources.
