With the rapid development of biogas technology in China, the number of biogas plants have been greatly increased with the strong support of government, China is currently leading the first place in biogas technology development. However, the rocket development of biogas in China has also brought various issues that can be the barriers for household biogas sustainable development. The universal biogas problem in rural China is a complicated social issue, it is not only a simple technical issue, neither a financial or technique promotion issue, among the kinds of problems the missing postinstallation system is the key hole for that. Except the common objective factors, lack daily maintenance and post-installation service system, there are more complicated social issues, missing political policies and environmental health problems. Hence, a set of countermeasures and solutions have to be targeted to implement. Aimed at the current problems, on the basis of international carbon finance background the author put forward a new model based on carbon finance development for reactivating the dysfunctional bioplants. Through field baseline survey, the paper analyzed the existing household biogas development issues and its sustainable development obstacles & related countermeasures, so that to put forward a new concept establishment of post-installation service system. Therefore, the author has carried out an applied model study in Mosha Town Xinping County of Yuxi Region so that to better realize the rehabilitation model based on carbon finance development.According to the experimental survey and questionnaires to 797 biogas users, 25 biogas technicians in 41 villages and 8 towns of Yuxi, Yunnan, China — to analyze the universal problems in biogas utilization process, including(a) low biogas utilization rate, critical dysfunctional phenomenon;(b) poor comprehensive utilization of biogas, bio-slurry, and residue; and(c) imperfect post-installation service system. Combined with the investigated findings, the article has analyzed the main causes and influencing factors which lead to the different problems. In the end, having based on the adequate interpretation about the studying conclusion, this paper study has implemented an applied dysfunctional biogas-digester reactivation model works in Yuxi Region, a biogas cooperative has been successfully established and now under the development of carbon finance program.With the purpose of monitoring the feasibility of the model and its comprehensive benefits, this paper works has integrated access the reactivation works, adopting data tracing and recording methods to make sure this research is scientifically reasonable. The post-assessment stated that there are three main improvements have been made through the reactivation activities: a. the rate of dysfunctional has been declined from 60.86% to 5.51%. b. the comprehensive utilization rate of biogas, bio-slurry and bio-residue has greatly increased to 97.45% from less than 20%. c. until May 2015, there were more than 800 local households have joined in the biogas cooperative and paid membership fee for post-installation service.In order to make sure the sustainability of the reactivation model, the paper work has studied the feasibility of carbon finance program development as well as its methodology exploration. It was found that, there are 3160.73 t CO2e/y carbon emission reductions produced by implementing the reactivation model in the case study. At present, monitoring and verification activities have been completed by DOE, meanwhile all of the documents have been finished for CERs issuing, which then go to the international carbon market for treating. The research shown that, the model of dysfunctional bio-plant reactivation based on carbon finance development, can not only be the theoretical support of household biogas’ s sustainable development, but also can meet the current market demands, which can achieve wider and boarder development & needs.
