Study On Criterion And Indicator System For Sustainable Forest Management Of Water Resource Conservation Forest In Qilian Mountains

Criteria and indicators for sustainable forest management are means to assess the forest management status and trend at the levels of country or region, and become the advanced subject in the study of sustainable forest management home and abroad. Under the sustainable forest management theory, the criterion and indicator system for sustainable management of water resource conservation forest in Qilian mountains(WRCF) is researched for the purpose of providing theoretical basis for rational management decision-making. The results are summarized as follows:1. Based on the framework of criteria and indicators for sustainable forest management of China and the Montreal Process, the criterion and indicator system for sustainable management of WRCF is established by using target method, which aims at realizing sustainable management and includes 27 item indicators and seven group indicators, which are conservation of biological diversity, maintenance of productive capacity of WRCF ecosystem, maintenance of WRCF ecosystem health and vitality, water and soil conservation, maintenance of WRCF contribution to global carbon cycles, maintenance and enhancement of long-term multiple socioeconomic benefits and legal and policy to ensure sustainable management of WRCF.According to water resource conservation mechanism of forest, the indicators to measure water and soil conservation benefits are made concrete.2. Directing against the quantitative indicators for sustainable management of WRCF, the multiple target-linear function method is adopted to assess the current management status of WRCF from target layer, group indicator layer and item indicator layer. The comprehensive score of target layer is 0.6791, and the assessment result is less sustainable management, which generally accords with the actual situation of WRCF.3. The analysis from item indicator layer shows that the main factors to limit the sustainable management of WRCF include that the contradiction between forestry and husbandry is sharp, forest structure is unreasonable, forest resources are not well-protected, social environment for WRCF management is unfavorable, investment level is low and the capability of technological innovation for management is weak.4. The countermeasures for sustainable management of WRCF are suggested as follows: strengthening the ecological system construction to form favorable forest environment, reinforcing the infrastructure construction, stabilizing the investing mechanism and establishing compensation system for ecological benefit. stressing on scientific research and increasing scientific and technological contribution to management, bringing the resource superiority into full play to enhance the self-development ability, making efforts to publicize to improve the ecological consciousness of leaders and community people, promoting the participator}' management and managing WRCF in the light of law and laying down effective forestry policy.
