Drought and flood are two of the major disasters that human being have to face. The losses due to them may be more than 50% of the total disaster losses in JiangSu Province. Many valuable researches on meteorological and agricultural drought and flood have been done in world.For the study of the relations between crops and water condition, an experimental program was carried out in 1999 and in 2000 at the Agrometeorological Experimental Station in the Nanjing Institute of Meteorology. Seven different grades of soil moisture were kept on wheat and cotton at every stages. Based on the data, the character of crop water consumption in different grads of soil moisture was analysiscd and modeled. And the influence of water condition to growth and yield of crops were discussed briefly. Then based on the meteorological data, yield data, drought and flood data of JiangSu Province from 1961 to 2000, the water profit and loss of every ten days in the growing period of crops was calculated on the foundation of the water balance formula in every agriculture climate district. The disaster index of drought and flood was confirmed and calculated. The influence quantity of rain to the yield of wheat and cotton was get using members integral regression,and the sensitivity indexes of wheat and cotton in the growing period were gained. Finally, the evaluate decision-making system of influence about drought and flood to the crop of JiangSu Province was founded using the ahead conclusion.The System has 5 parts. (l)Databasc, including meteorological database, drought and flood database,agrimeteorological database. (2) The water profit and loss. (3)The influence of drought and flood. (4)The disaster index of drought and flood, including calculation and display on the screen. (5) Water consumption.
