In order to greatly develop the animal husbandry in the agricultural area, optimize the structure of agricultural industry, realize the sustainable development on consuming resources, increase the income of farmer, we studied the optimized structural proportion of forage production in the plain agricultural area. The research was conducted at Qapqal Xibe Autonomous County of Ili Kazak Autonomous Prefecture, a typical agricultural county in the plain area. According to the results of cultivars comparative test, the most suitable varieties of maize for silage and for seeds, of alfalfa were selected and certified at the local condition. Based on the principle of high-efficient and sustainable utilization of energy and material recycles, we also studied the conversion condition of material, energy and economy in the productive structure of forage, and suggested an optimized proportion feeding 30 sheep per hectare adopted by linear programming. The results indicated that the optimized proportion of grain crops-forage was 1∶2.69 and grass-feed is 1∶3.55. The study results showed that the system can produce tremendous productive and ecological efficiencies after installing the optimized model. (1) The carrying capacity can be increased from 10 sheep per hm2 to 30 sheep per hm2. (2) The gross system productivity can be increased 1.61 times than before. The supply of forage can be increased 1.98 times. (3) DCP increased 2.75 times and DE increased 2.30 times. (4) The rate of available DE raised 13%. (5) The output/input of planting was 2.41∶1, which was more 0.74 than before. The output/input after coupling planting with animal husbandry was 4.21∶1, which was more 1.72 than before.
