In late years, with the fast growth of population and the continuous development of social economy, the configuration of population, resources, grain and environment has become a matter drawing global attention. The quantities and qualities of cultivated land resources have great influence to the development of agricultural production, the improvement of human material and the whole development of the national economy level, even concerning the sustainable development of the whole social economy directly. So, rational exploitation and protection of cultivated land resources are the basis of the sustainable development of agriculture. The aim of appraisal of cultivated land resources lies in creating conditions for rational utilization land resource, preventing land degradation, improving utilization, protecting, food safety and adjustment of agricultural structure. Cultivated land classification is a category of land evaluation; its task is to figure out the quality, quantity and spatial distribution of cultivated land in some regions. This paper demonstrates the principles, contents and methods of cultivated land classification in detail. According to requirements of the appraisal contents, procedure and production, Geographic Information System(GIS) software, including MAPGIS, ARC/INFO ARCMAP, and ACCESS, EXCEL are selected as basic software, a software platform integrating all the five basic software is designed, thus, combining the data of cultivated land classification, formulating a technical system comprising the construction, editing, inquiring, searching and updating of data base. Taking Quzhou county, Hebei province as an example, at first, applying the Delphi method, 14 indicators have been chosen to evaluate cultivated lands. The determination of each associated weight was conducted by AHP. Adopting fuzzy mathematics method, in terms of their characteristics and different influence to cultivated land, set up subjective functions. Based on the above platform, formulates a database and classifies the appraisal units, both in the scale of 1:50 000. Meanwhile, applying the accumulated model, the paper calculates the integrated fertility index of cultivated land, 0.58~0.83, in the last place and prints the output with the support of GIS software, thus finish the appraisal by dividing the fertility of cultivated lands within Quzhou into six grades, with a satisfactory conclusion in line with the realities. All in all, the paper has managed to put forward systematic GIS flow applicable to carry out cultivated lands fertility survey and appraisal, applying a variety of software as well as the determination of relevant parameters, so as to save the workload of digitalized editing and improve the efficiency.
