Influence Of China's Entry Into WTO On The Plant Quarantine Work In The Shanxi Province And Its Countermeasures

China's entry into WTO is the critical milestone for participation in the global economy, which is a direct access to the open, public and fair competition platform with most developing countries as well as developed countries. This means Chinese economy will be affiliated to the global economy more widely in a higher level, so a more interactive agriculture production is demanded other than a simple and regional one.As an important measure to prevent hazardous living creature from spreading, and to protect the safety of agriculture production, plant quarantine is a precondition for the guarantee of agricultural product trade. For appropriate management of relationship between the plant quarantine and agricultural trade, the WTO have established some protocols such as Agreement on the Application of Sanitary and Phytosanitary Measures (SPS protocol) and Technical Barriers for Trade (TBT protocol), both of which admit the necessity of application of plant quarantine in the agricultural trade. At the same time, they both emphasize the influence of plant quarantine on trade should be decreased as low as the minimum degree. After our entry into WTO, plant quarantine should be performed according to international protocols, measures, and standard principle. But our country's plant quarantine will be faced with tempestuous clash and rigorous challenges under the same competitive conditions with developed countries. To develop market-oriented economy, and implement agricultural reconstructions will largely increase the imported reproductive materials of seeds and seedlings, however enhance the risk of introduction of harmful creatures. Along with gradual annulment of the tariff and non-tariff barriers, plant quarantine will be the important means to regulate the importing and trading of abroad agricultural product. Agriculture is the backbone domain in Shanxi, a large province in farming. The reconstruction of agriculture in recent years provided a fitting condition and survival environment for pests. So the import of quarantined harmful creatures shows a increasing tendency, which imperil safety of agriculture production. In the face of China's entry into WTO, plant quarantine work in Shanxi province has to reform and innovate its intrinsic management mechanism and system, code and law construction, prepositional information supervision. Combining its internal developmental characteristics of Shanxi province, targeting at the industries preponderant in export, we should take full advantage of our technique power and former of work foundation, handle the product quality , in order to establish the system of complete agricultural product quality standard, perfect plant quarantine standard, and find out the Countermeasures to break foreign technique barriers as soon as possible; on the other hand, we should purposively collect large quantities of the data of epidemic situation abroad, synthesize and analyze and selectively construe the fatalness risk, then reasonably set technique trading barriers so as to boost successfully development in product trading and protect the safety of agriculture economy and farmer benefits in Shanxi.
