The Emergency Mechanism Research Of The Quarantine For Imported Plants

Entry-Exit Inspection and Quarantine Bureau is responsible for quarantineand supervision on plants entering China. In recent years, with frequentoutbreaks of international plant pests and rapid development of internationaltrade and modern logistics, unexpected events often occur in entry plantquarantine. The new period of transformation into a service-orientedgovernment put forward new requirements on the emergency managementcapabilities of the inspection and quarantine.This paper, based on theories of crisis management and4R andprevention-oriented government, combined with the reality of China’sinspection and quarantine, referring to advanced experience of developedcountries, makes an analysis of current situation of emergency management inpresent plant quarantine along ports from three perspectives: establishment ofemergency management system in present entry plant quarantine, completionof emergency system procedures in entry plant quarantine and measures putforward by social support network to construct complete the emergency system in entry plant quarantine.The Article is divided in to seven sections to study the completion ofemergency management system in entry plant quarantine.Section1is the introduction, which includes objectives and significance ofthe thesis, summarization of relevant fields at home and abroad.Section2introduce the theoretical basis for the completion of emergencymanagement system in entry plant quarantine.Section3describes current situation of emergency management in entryplant quarantine. Firstly, it briefly introduces the origin and development ofentry-exit plant quarantine. Then, it illustrates current emergency managementin entry plant quarantine from early warning system, port inspection system,quarantine pest elimination system and subsequent regulatory system.Based on the case analysis of pine wood nematodes, banana quarantinepests and Da Vinci home furnishing, Section4exposes the necessity to completeChina’s emergency management in entry plant quarantine.Section5focuses on the analysis of problems existing in China’semergency management system in entry plant quarantine: lack ofprevention-oriented system, weak capability in coping system and incompletionof inter-department cooperation system.Section6demonstrates foreign entry plant quarantine system as well asexperience. It introduces plant quarantine systems in American, Austria andJapan and analyzes reference significance of foreign experience combined with the reality of China’s inspection and quarantine.Section7discusses the measures to complete China’s emergencymanagement system in entry plant quarantine: construct organizationmechanism of emergency management system in entry plant quarantine,complete coping procedures of emergency management system in entry plantquarantine based on4R.
