The implementation of mandatory plant quarantine has become universal regime around the world, and besides international trade promotion it plays important roles in the protection of domestic agriculture and forestry production as well as ecological security. Application of software and related technologies in plant quarantine will greatly improve the quality and efficiency of plant quarantine, hence we developed expert system for domestic entry plant quarantine.During system development, Microsoft Visual Studio platform, C# language and Microsoft SQL Server 2005 database were used in combination with international and domestic regulations and relevant plant quarantine resources to design a prototype of this system. The system employed object-oriented software development platform, and constructed a software framework structure with feature-rich, flexible characteristics through three-tier architecture and reuse technology, The software framework was then automatically generated in use of C# language.During the system development, MIS prototype was easily generated through software framework code generator, which effectively improved the efficiency of the expert system development, software standardization and component level. Meanwhile, In terms of data support we utilized SQL Server to facilitate database deployment, transfer and upgrade as well as optimize the data of quarantine, so that the stability, security and efficiency of system were greatly increased.The system consists of the following components:disease dynamics, entry quarantine, domestic quarantine, certificate management, quarantine information management, personnel management, data sharing and reporting, and system maintenance. It runs through various types of daily work in the quarantine departments such as the approval of the quarantine interface, quarantine certificates issue, regional data sharing and reporting information to higher authorities.In contrast to many agricultural expert system, the expert system employed three methods includng object-oriented design, prototyping development method and visual development method. Based on the basic working prototype of entry quarantine, we adopted both Visual Studio2008 and Visual Studio2010 development tools, and assembled the module into prototype. Continuous improvement was conducted till the test approved. This system adopted a flexible three-layer framework technology, which laid foundation for the system development, upgrade maintenance, and function scalability. In addition to the basic function design that possessed in most plant quarantine expert system, this system exhibits following specificity combined with latest software and network technology:intelligent automation, one-key work report, one-key sharing, thus it was easier to use than previous expert system and meanwhile promoted work efficiency of quarantine staff. In lab, ordinary PC machine was tried as the database server, and we tested several index of the system, which were speed, stability and function. Tthe results met the expectations.In conclusion, the domestic entry plant quarantine system, which used the latest software technology and network technology design will greatly improve entry inspection and quarantine, work efficiency, international cooperation, and scientific decision-making management etc.
