| The large-scale irrigation district plays an important role in the agriculturalproduction and rural economic development of our country and has a strategic position inthe whole national economy and social development. In order to give full play to thefunctions of large-scale irrigation district, the information construction of irrigationdistrict should be improved on the basis of perfecting the fundamental facilities, and theirrigation district management should be strengthened. The information construction isone of the significant matters of water conservancy project information as well as theconstruction and development of irrigation district, and it is also an important means toimprove the modern management level and management efficiency, and to reduce themanagement expenses of irrigation districts. With the implementing of continuousbuilding and complete set project and water saving reformation project of large-scaleirrigation districts, conditions in many large-scale irrigation districts are improved, whichestablishes a good basis for the information construction of irrigation districts.The project is a part of the national debt project of the continuous building andcomplete set project and water saving reformation project of Hongjin irrigation district.Focused on some common problems in the gravity irrigation district management oflarge-scale plain district, using the Hongjin irrigation district as application object andadopting the object-oriented development methods, taking full advantage of the efficientdata management function depending on the programming language of Visual FoxPro,and introducing GIS into the management decision of irrigation district by combiningwith GIN's component——MapX, we developed decision-making support system ofHongjin irrigation district based on ComGIS, which effectively integrates the propertydata and spatial data of Hongjin irrigation district. Moreover, this system has the functionof simulation decision to the irrigation schemes of irrigation district, which greatlyfacilitates the irrigation water management of irrigation districts.Aimed at the characteristics of HongJin irrigation district, according to the fourirrigation modes of continuous irrigation, rotational irrigation by the number of principalcanals, rotational irrigation by the segmented principal canal and continuous irrigationwith the regulating lock, the system employs the open canal steady non-uniform flowmathematical model,outflow under sluice gate mathematical model and so on tocalculate the irrigation canal water level and gravity irrigation area, to decide the canal irrigation scheme and provide decision-making support for the irrigation watermanagement of HongJin irrigation district. With regard to the continuous irrigation withthe regulating lock, the optimization-method of orthogonal experiment is adopted to dealwith the optimization problems of multi-computation schemes in the optimizationregulation of lock scheme, which are difficult to solve with traditional methods. At thesame time, those models and conception provide universal guiding signilicance for thesufficient irrigation of large-scale plain gravity irrigation district.In the past, the database programs and tables-recorded modes were widelyemployed in the information systems of irrigation district management, which are notdirectly perceived through the center system and cann't show the defects of irrigationdistrict space attributes. Based on the geographical information system. the systemintroduces the technology of geographical information system into the irrigation districtsmanagelncnt, and draws out an electronic map of irrigation district by combining thegraphic management with data management in the irrigation districts management, whichrealizes the bidirectional query of all kinds of space attributes and data attributes in theirrigation districts management, facilitates the data management and statistics ofirrigation districts, and provides conveniences for the information management andapplication as well as the decision-making management of irrigation districts. Manyfunctions, such as enquiry, replacement, statistical analysis of Spatial Data as well as thesubsidiary decision of the irrigation scheme in the irrigation districts management arealso achieved. The system makes the features of simple operation, friendly interface, andvivid windows style, which is been testing in the irrigation districts management, runningwell, and it will be accepted soon. |
