The coastal zone of Dalian Dengsha River mouth is an intertidal high bed. It's a special zone affected by sea and land with distinctive ecological environment and some kinds of worthy resources. In the marine area, the nutrient salts are rich, the shoal is good, the rock is uncovered, and the algae resource is abundant. It's a natural multifunctional zone of sea culture. The sustainable development depends more and more on the resources and environment of the sea area. However, man-made high intensive exploitation weakens the carrying capacity of resources. Therefore, it is signficant to program the resources and study the sustainable development of the sea area.Based on the demonstration and environmental assessment data of Dengsha River mouth in north Yellow Sea, investigation of the ecological and social environment, and the theory of sustainable development and carrying capacity, this paper studies the potential culture use and exploitation. The aim is to use the natural resources reasonably, make the feasible ecological structure, keep the sustainable use of culture resources, and enhance the sustainable development of the sea area.Through the analysis of the water, sediments and geochemistry phase of heavy metals, the researcher concludes that environmental factors of the sea area are all lower than the environmental quality criteria I, and eutrophication and organic pollution do not appear, thereby conducive to cultivating fishery. Based on the estimation of shellfishing, the researcher advocates making an optimal and efficient ecological system. As a result, the system's self-purification ability can be enhanced, the system's carrying capacity can be strengthened, wasting substance and polluting environment can be avoided, and the culture scale of better species such as shell and sea cucumber can be broaden. So the paper supplies scientific foundation for using sea area reasonably.
