Research On Quarantine Supervision And Management Of Imported Solid Wood Packaging Materials

Along with the rapid development of world trade, the risk that forest pests can be spread by solid wood packaging materials (SWPM) was paid more and more attentions by many countries. Recently, preliminary researches against forest pests caught by SWPM were conducted in China, and some positive quarantine and supervision measures were implemented to SWPM from some countries.Based on the acquisition of exotic pests interception data from foreign solid wood packaging materials (SWPM) from 1985, kinds of pests intercepted from different kind of SWPM and various countries, problems among current SWPM quarantine, main measures of quarantine supervision and management of SWPM were compared and analyzed. Then, suitable quarantine supervision and management measures were put forward.The results showed that the frequency of pest being intercepted from SWPM imported from foreign countries increased at a great extent, especially from South Korea, Japan, Taiwan, Hongkong, US and Indonesia so on. The reason might be relevant to the development among with those countries and areas to some extent. Exotic pests were found to be mainly carried by wood package materials, wood trays and boards, and nematodes and forest borers were the mainly pest species intercepted from imported SWPM. Nematodes included Aphelenchoides spp., Bursaphelenchus xylophilus (Steiner & Buhrer) Nickle, Bursaphelnchus mucronatus and Rahabditida sp. so on. Longhorned beetles, insects of Bostrychidae and Scolytidae were the dorminat kinds of forest borers intercepted form imported SWPM.Quarantine supervision and management measures of imported SWPM that adopted by China and foreign countries were compared. Based on the analysis about pest interception and problems existed in SWPM quarantine, reasonable quarantine supervision and management measures of imported SWPM were put forward, which including pest investigation and material collection in origin country, quarantine manipulation rules, establishing credit records of importer, and strenthen later supervision so on.
