Study On Quarantine Supervision Of Imported Timber Under Holistic Governance Perspect

The increase on Chinese timber import trade volume year by year has relieved the contradiction between domestic supply shortage and rapid growth of demand, but at the same time it has provided conditions for the alien forestry organism in China. The alien forestry organism will bring damage to domestic economy but also will harm the security of Chinese forest system and biological diversity. Although the plant quarantine system in China is developing more and more sound and has made contribution to preventing forest pest in China, protecting forest resources, biodiversity and ecological safety, the current situation of alien forestry organism still remains severe. If we makes a deep analysis, we find that government regulation loophole is one of the great causes of biological invasion.Therefore, this research takes holistic governance theory as the theoretical framework,firstly, uses literature research method to collect research and practice on domestic and foreign imported timber quarantine supervision, and expounds generated background,problem pointing, the core idea and the applicability of the holistic governance theory.Secondly, takes Guangdong Province as the research area, through related personnel interview with imported timber port, Guangdong forestry department and a Freight Agency Co., Ltd. of the jurisdiction of Guangdong Inspection and Quarantine Bureau, from the system construction, organization construction, mechanism construction, the technical construction these four aspects understand supervision status quo of Guangdong imported timber quarantine, and analyzes regulatory effects. In the course of the research, found that the regulation chain involves at least two departments, due to the different departments are lack of communication, coordination and cooperation, lead to regulatory agencies have poor communication, act of one ’s own free will these fragmentation phenomenon, and the thorny problem cannot be solved by a single level government. According to the current situation, from the laws and regulations, organizational responsibility, working mechanism,technical support these four aspects system analysis the existing problems and their causes in the quarantine and supervision of imported timber. Finally, put forward the core idea of integration and coordination in the holistic governance theory, according to Perri 6put forward based on information technology, realize management function, management level, public-private coordination and integration strategy, explore from the integrated legal system, unify the main body of administrative operation, integration and coordination of multiple subjects, strengthening the construction of technical support these four aspects construct overall coordination operation mode and policy recommendations of imported timber quarantine supervision provide reference for the construction of Chinese characteristic animal and plant quarantine work.
