With the application of GIS and MICAPS as the powerful tools for integrated management and application of the spatial iterative self-organizing and unsupervised classification of meteorological monitoring data, global agricultural meteorological service has come into an informational and digital era. According to the characteristic of meteorological data and the developing trend of agricultural meteorological fundamental information systems, in this paper, the theoretic and practical importance of establishing agricultural meteorological fundamental information systems based on GIS and MICAPS was expatiated. The overall development process of this system was introduced from the developing environment, mode and method, the designing of the database, the analyzing functions of the system, and the designing, programming and running of the whole system.As a whole, the designing thoughtway of this system was:(1)set ArcGIS Engine , a component GIS software, and Meteorological Information Comprehensive and Analyzed and Processing system, an analysis means for routine meteorological data, as two platforms in the exploiting processes of the system;(2) taken Visual Basic.NET and Visual Studio.NET as the programming languages;(3) applied Microsoft SQL Server 2000 as a tool of database establishing;(4)adopted an integrated secondary developing mode to design this system. Based on the thought and methodology of systemic software engineering, the structure of C/S mode and the principle of OOP were introduced into the designing of the system. The system was framed and moduled. The analysis of developing processes, the designing, programming, running of the system was carried out step by step. The system was composed of a basic GIS functional module, a querying module of fundamental agricultural meteorological information and analyzing and processing module.of comprehensive agricultural meteorological information. The basic GIS functional module has the functions of view management, map layer and display controlling, vectorgraph querying, tabling and processing attributes data, figure operation, dynamical displaying of geographic coordinates, information querying, spatial analysis of data and layout of maps. These functions were brought into effect by theapplication of the interfaces of ArcGIS Engine. The detailed techniques followed as: (1) Transfering some tool buttons offered by ArcGIS Engine to bring some simple GIS function into true, (2) programming by functions came from object library of ArcGIS Engine to realize the others. Agricultural meteorological fundamental information querying module includes the functions of the collecting, input, compiling, updating, depositing and management of agricultural meteorological data and the querying, displaying and output of the related spatial information and maps. The programming of the module was based on DLL. The functions of analyzing and processing module of comprehensive agricultural meteorological information could realize the visualizing of agricultural meteorological information what was completed by OLE (Object Linking and Embedding). Each of them was mutual independent and easy to replanting, sharing uniform data in this system. Fanally, the paper provided a whole of agricultural meteorological fundamental information System based on GIS and MICAPS, which had lots of advantages with a friendly and handy user interface. At the same time, a lot of experience was gained during the software development. It would be advantageous to the updating of the system, the extensing and perfecting of the software functions and the building WebGIS version with a browser/server system structure in the future. All development practice would contribute much to the digital agricultural meteorology and the sharing in network resources of agricultural meteorological information.The development and application of agricultural meteorological fundamental information System based on GIS and MICAPS has implemented the designed anticipative tasks and could meet application requirement basically. With great practicability and application potentials, it will provide an effective window for the universities to serve the agriculture, countryside and farmers. Using the new technologies such as this system in agricultur, general farmers and agrotechnical workers can make use of meteorological conditions and the agricultural climate resources scientifically, increase the agricultural production and create the better agricultural economic benefit.
