Excellent geographical location, suitable climate and soil environment provides a good external environment for the growth of wheat in Shandong province. In the face of frequent agricultural meteorological disasters, our province formed with GIS, RS s upport, make full use of historical weather information, real-time meteorological monit oring network, comprehensive analysis of meteorological information and other data of comprehensive agricultural service system of meteorological disasters, effectively reduc ing the economic losses caused by force majeure. This study bases on the climate and agricultural data of products, crop varieties, soil fertility and production management and disaster events, using the methods of GIS and spatial statistical analysis to databa se construction and thematic mapping wheat, and build disaster risk assessment system based on GIS. Wheat production in the process of monitoring and early warning syst em is aimed at the problems of risk based system, can improve management decision-making departments dealing with agricultural emergency ability. This paper studied and developed a warning system to wheat production in Shandong province, the following specific research work carried out:This paper analyses the present research situation of domestic and foreign agricult ural meteorological disaster monitoring, early warning system, combined with the existi ng meteorological disasters of Shandong wheat production in the actual process, the re search content of this paper is to establish GIS support under the complete, system, c omprehensive wheat disaster monitoring and early warning system based on the realiza tion of the wheat, disaster warning situation analysis, prediction and forecast function; The goal of the research is to make the disaster situation is more intuitive, image dis play to the government and production departments to provide technical support disast er information and mitigation policies, provide a uniform, for the government departme nts and public authority service information. The project combining with actual situatio n of Shandong wheat production in the whole framework of Shandong wheat meteorol ogical disaster monitoring and early warning system is designed, which identified the key design principles of system design and system of wheat drought, freezing injury a nd dry hot wind of this three kinds of meteorological disasters. According to the desi gn of the overall system framework the research route of this paper, according to the target of the system development platform and database software determined; Based o n the design of the system, data collection of the wheat production in Shandong provi nce and agrometeorological disasters, using SQL Server2008database development, to realize data import and analysis. Shandong warning of meteorological disaster wheat model is established using the statistical software, realized through the programming of Shandong wheat freezing, drought and dry hot wind warning query function. Shandon g wheat meteorological disaster early warning system using the SuperMap iObjects Jav a.NET6R as the development software, using Java as a programming language, a frie ndly user interface, function stable Shandong wheat meteorological disaster monitoring and early warning system. Through this project developed a non-isolated, non-fragment ed wheat meteorological disaster monitoring and early warning system, to provideautho ritative information service for the government and the agriculture administration depar tment.
