China is a big country in agriculture.More than one quarter of the food produced comes from large-scale irrigation district.Large-scale irrigation district has become an important guarantee for China’s food security.In response to the aging and disrepair of the Irrigation Project at that time,the functions of the irrigation district were not fully utilized and the irrigation efficiency was low,China launched the water saving reform and reconstruction for large-scale irrigation districts in 1998.So far,the status of the project facilities and operation management has been improved greatly.In recent years,with the rapid development of the country’s economy and the accelerating process of agricultural modernization,the country has been vigorously advancing the development of agricultural modernization for 15 consecutive years since 2003.The development of modern agriculture requires the support of modern farmland water conservancy and puts forward higher requirements for the development of modern irrigation districts.Therefore,it is an important move to vigorously promote the construction of modern irrigation districts.The water saving reform and reconstruction of large-scale irrigation district is the basis and prerequisite for the modernization of large-scale irrigation districts.At the same time,the modernization of large-scale irrigation district is a continuation and intensification of the water saving reform and reconstruction of large-scale irrigation district.It can be seen that water saving reform and irrigation district reconstruction plays a decisive role in the construction process of modern irrigation districts.The evaluation for the construction process of modern irrigation districts also needs to include the comprehensive effect evaluation of the water saving reform and irrigation district reconstruction.In addition,the paper has a certain degree of innovation in the construction of the index system.The thesis combines theory with practice and the results obtained are also innovative.This article discusses the development history,development conditions,status and role of large-scale irrigation district in China,as well as existing problems in the irrigation district,and preliminary analyzes the development level of large-scale irrigation areas in China.Summarized the successful experience of modern irrigation district construction at home and abroad,the paper analyzes the differences between traditional irrigation district and modern irrigation district in China,as well as the connotation and characteristics of modern irrigation districts,summarizes the main objectives of the development and construction of modern irrigation districts and established a set of modern irrigation district evaluation index system,which includes five aspects:infrastructure,management and services,ecological health,safety and security,efficiency and efficiency.Combining the documents of "Current Investigation and Analysis of Moderrn Irrigation District Construction Management" Project,which is authorized by the Irrigation and Drainage Development Center of China,the construction and management of 12 large-scale irrigation aeras was analyzed,and a comprehensive effect evaluation system for water saving reform and irrigation district reconstruction of large-scale irrigation district was initially constructed.A variety of evaluation methods were used to evaluate the comprehensive effects of 8 relatively comprehensive irrigation districts.Irrigation districts with good evaluation results accounted for only 3/8 of all irrigation districts,indicating that there is still much room for development in the construction of irrigation districts and more investment is needed.Taking the Ganfu Plain Irrigation District in Jiangxi Province as an example,according to the evaluation index system and the collected index data,a weighted evaluation model based on the Analytic Hierarchy Process(AHP)was used to evaluate the modernization process of the irrigation district.The evaluation results showed that the irrigation district was in the primary stage of the modern irrigation district,and it analyzed the weakness in the irrigation district.The evaluation results are in consistent with the actual situation.At the same time,it also provides a reference for the modernization of the irrigation district.
