The Research On The Level Of Forestry Informatization Evaluation

In recent years, the rapid development of forestry informatization in China leads our nation pays more and more attention to the construction of forestry informatization. The informatization effectively promotes the forestry sustainable development and becomes the main power to push forward the modernization of forestry as well as the system reform, management means and methods of forestry management in China. However, there exist many problems in the process of construction of forestry informatization, and not all the inputs can bring high benefit. So, in order to accelerate construction of forestry informatization and lead it developing towards the direction of high efficient and healthy,guiding the construction of forestry informatizaiton according to the evaluation for assessing the level of forestry informatization is very necessary.Currently, we studied deeply in establishment of informatization evaluation Index System in china. On the one hand, the National Informatization Evaluation Center has established the authoritative and professional evaluation system and model for both national and enterprise informatization. On the other hand, domestic scholars has studied deeply on the theory of informatization evaluation in other industries. Nevertheless, there are less studies on evaluation system for informatization level with traits of forestry industry, so this paper is written under this backgroud and the results are as follow:Based on relevant theories of collection and analysis, this paper build up a regional forestry informatization evaluation index system and model through determining the index weight coefficient and evaluation methods to prove the scientificalness of the evaluation model. The results are as follows:(1)According to the National Informatization Evaluation Index System and Informatization Evaluation Index System of Enterprise and of other industries constructed by National Informatization Evaluation Center, we can build up Regional Forestry Informatization Evaluation Index System for forestry bureaus in administrative area, forestry institutions and forestry enterprises including 7 first grade indicators,15 secondary grade indicators and 54 third grade indicators(first grade indicators include external environment, strategic position, infrastructure, application system, informatization support, informatization efficiency and effectiveness of informatization).(2)Compared with analytic hierarchy process, order relation analysis is used for determining the index weight coefficient because it is more scientific. First, sorting the magnitude of indexs in desecending order; then, assigning the important degree for the adjacent indexs; last, obtaining index weights by calculating.(3)Establish regional forestry informatization evaluation model by fuzzy comprehensive evaluation and gain linear integrated approach. First, establish index reviews set by using fuzzy comprehensive evaluation and formulate index data collection table; then, confirm index data standardized methods and index weights set; last, construct gain linear function. Fuzzy comprehensive evaluation method is more scientific in dealing with the problem of quantifying qualitative indicators, and gain linear weighting method can effectively deal with the price gradient problem with which the higher the level, the more the cost. So, combining the two methods makes the regional forestry informatization evaluation model more scientific.(4)Take Guangzhou city as an example, we can obtain the rank of the level of forestry informatization in 10 areas in Guangzhou city and 2 other cities as follows: Yuexiu district, Tianhe district, Panyu district, Luogang district, Huangpu district, Liwan district, Baiyun district, Haizhu district, Nansha district, Huadu district, Zengcheng city and Conghua city. Additionally, the evaluation results are analyzed to show that regional forestry informatization evaluation model is more objective, scientific, rational, and reach the expected goal of this study.The result of this study enrich the forestry informatization evaluation theory, provide scientific evaluation model for regional forestry informatization evaluation, and have great significance to guide the construction of forestry informatization. However, it has inevitable error phenomenon for its subjectivity in the process of evaluation.
