The forest fire is one of the important factors which restrict the sustained growth of forest in our country, which brings the serious loss for the forestry production and influence the protection and development of the forestry resources. How to estimate the loss caused by forest fire is the vital significance to enhance the present performance of the forest fire protection in our country.Having an advantage in having the detail forest fire situation for many years in our college I embark upon the material of the forest fire and make the synthesis considers and the research based on the foreign and domestic method of classification and algorithm for reference to raise the standard of the loss forest value, the formula of the woods death rate based on experience and the detailed method of classification and estimation. The thesis not only raises he method and formula on the direct loss of the forest fire which is divided into the woods loss and the other loss caused by forest fire but also estimate and explain the factory about the indirect loss of the forest fire which is divided into the cost of the prevent and the loss of the forestry ecological benefit. According to the foreign and domestic measuring method and measuring model of the forestry ecological benefit and linking the currently forestry state in our country the thesis concludes the loss method and reasons of the forestry ecological benefit in order to provide the reference to building a set of the unified and reasonable loss estimation method which is fit to our country.Above all the thesis introduces the model used by calculate the number and rate of the cleaning fire, which is the mathematical model pass through practice for many years and has the better practical and precise.Our form the Web estimation software of the forestry fire loss and cleaning fire based on the adequate theory using component development technology and video technology to integrate WebGIS system. The system builds the geodatabase of the forestry resources according to the standard made by our country taking Marlin farm as an example. The system can display geometry, overly on fire geometry and forest form geometry, calculate the fire area and circumference, calculate the every index of the woods loss, calculate the cost of the prevent, calculate the every index of the forestry ecological benefit and calculate the number of cleaning fire , etc. The system also can estimate the loss in advance during fire.The estimation system of forest-fire loss is Web application based on Java, which applies popular Struts to make it have three lays of MVC and integrates the middle-object technology of Hibernate as data persistent lays into Struts. The system has the features of the independent of network platform, characteristic, extremely easy extension and so on.The thesis synthetically uses GIS technology, component development technology, database technology, network technology and union many subjects such as the forestry prevent course, economic, ecology and the computer application, which has opened up the existing technical application domain. By realizing through the computer the performance of the estimate of forestry fire loss and cleaning fire change from the traditional experienced management on nature to automating and standardizing and normalizing management on quantity, which can raise by a wide margin the efficiency of the forestry prevent management and the modernize and make further raise on the science and rationality of the forestry prevent decision.
