Forest is the world’s precious natural resources, with the diversity of the structure and function. It provides humans with all kinds of raw materials about working and living condition, at the same time, its ecological function is irreplaceable. However, it will greatly consume forest resources and structure, and influence the forest function, when forest fire breaks out. At last, it will also threaten the forest ecological balance. In order to compensate for the economic, social and ecological loss that forest fire brings to the state and the masses, let people fully know the seriousness of the forest fire damage, enhance the consciousness of forest fire prevention, and promote the universal participation in the urgency of the protection of forest resources, this paper studies the methods and contents of the forest fire loss assessment. With using "3S" technology, it has developed a set of forest fire loss assessment system on the JAVA plat form, which makes the assessment of economic value caused by forest fire more scientific, professional and practical.The system of forest fire loss assessment is mainly composed of the basic information module, the fire information module, the loss evaluation module, the subscriber interface module and the database module and so on. The basic information module is used for data inquiry and obtainer. The module contains all forestry bureaus, counties and cities’information of forest resources in Heilongjiang province, and also contains the data of the local administrative traffic conditions, the geological conditions, the weather conditions, the site type, and the area of the dominant tree species. After that forest fire breaks out, we can enter the system of the interface to acquire the information about the forest fire. The fire information module is used for the extraction, analysis and collating of data, and the module is directly used as information data to assess the economic loss of forest fire. The module combines RS and GIS with GPS, finishes the analysis of the fire image recognition, data computing, as well as the intersection processing of the fire and stock map. Finally forest fire information needs to integrate with the database module, as it obtains forest fire information. The loss evaluation module is a module of data input and output, which is based on forest fire loss classification method and evaluation index that the national forest fire department released in 2011. All formula and the performance of the text will be designed in the form of JAVA code and they will be subsequently added into the system. The subscriber interface module is a visual operation interface, and the database module is used to store and manage all of data.In order to verify the reliability of system, this article selects the survey data of forest fire of 1100 compartment at eight o’clock on April 25,2003 in Artin river forest farm, which is in Wuyi Mountain forestry bureau of Yichun in Heilongjiang province. Through a series of system operation, it is concluded that the forest fire caused economic losses at 277,000,000 RMB, including the direct economic loss of 86,500,000 RMB and the indirect economic loss of 190,000,000 RMB, and generates the forms for reporting statistics of the information of forest fire loss assessment. Through comparing the data of the forms for reporting statistics with the results of manual calculation, it is found that they are consistent. Therefore, the system running is reliable.
