Agriculture is the foundation of national economy. Farmland as the most important crop production basis, is an important component of national strategic security and basic farmland is the most basic agricultural production means, the essence of arable land and the key to the sustainable development of national economy and society, too. Therefore, the implementation of special protection for basic farmland is a top priority of farmland protection. Scientific and reasonable delineation of basic farmland is an important guarantee for the protection of basic farmland and basic farmland spatial distribution optimization is the core content in revision of land use planning. In this study, Fuyang City, Zhejiang Province was selected as the study area, the ideas and methods for adjustment and optimization of spatial distribution of basic farmland was discussed and explored, which includes the evaluation of selecting farmland as basic farmland, adjustment and optimization of spatial distribution of basic farmland.The comprehensive evaluation of selecting farmland as basic farmland:firstly, farmland ranking and assessment based on the present situation of land was utilized, the quantity, quality and distribution of the farmland in Fuyang city and the data of farmland uses that from the farmland ranking and assessment provides scientific foundation for measuring the quality of cultivated land. Secondly, considering difference of fertility, geographic conditions and connectivity between the basic farmland and other farmland, index of farmland using, cultivated slope, cultivated land sectors-connecting degree, water infrastructure level (irrigation probability and drainage facilities) and distance to traffic arterial way, cities and rural residential area are selected as synthetic assessment target system that were selected as factors for determinating farmland as basic farmland. Thirdly, data analyzing functions of GIS was used to gain the specific value of all indexes with the method of analytic hierarchy process and entropy weight coefficient to obtains final comprehensive weight. Finally, the method of approaching perfect point was used to evaluate selection of land as basic farmland comprehensively and obtain the priority. Adjustment and optimization of the basic farmland space distribution:based on the present (1997-2010) basic farmland layout, there are two parts to adjust and optimize the basic farmland spatial distribution, one part is the basic farmland needed to remove, the other is the basic farmland needed to add. Seven factors (ecological environment security control zone, slope, major construction projects and land for new construction, extended range of urban and rural construction land, index of farmland using and priority of cultivated land into basic farmland) were used to determine which part of basic farmland should be taken out. Then, in order to accord the request of the balance of quantity and quality or the overall agricultural production capacity without reducing, the land that are with high-level cultivated usefulness from other uses in Fuyang city is called in. At last, the adjustment and optimized basic farmland layout was determined based on the quantity, quality and position of the basic farmland which are removed and added.This paper adjusts and optimizes the spatial distribution of basic farmland, the adjustment and optimized basic farmland distribution, the present farmland layout and a new period of farmland layout were compared and analyzed, and found that the adjustment and optimized distribution of basic farmland was more reasonable, so this method is scientific and practicable and privodes the method and technology of optimizing the basic farmland spatial distribution scientifically.
