Study On Delineation Of Basic Farmland Based On Comprehensive Evaluation Model Of Cultivated Land Quality And Site Conditions

With today's social economy development and the production activities,land as a material foundation of human survival and development in the process of production and life occupy the more and more important position,our country is also a person much less agricultural country,the national characteristics requires that we must be scientific and reasonable use of every inch of the land,the strictest cultivated land protection policy.Basic farmland is to protect the quality of cultivated land in our country and draw out the important area of cultivated land protection in order to protect the basic farmland as the core task,in order to maintain our country's food security and economic stability and sustainable development as the ultimate goal,to strengthen the construction of high standard of permanent basic farmland protection areas step by step.In the past in the work of basic farmland demarcated,more research on the quality of arable land,natural and external factors on the stability of restriction of cultivated land is less,cause after the delimitation of basic farmland protection work in a series of negative influence,not only makes our country land planning authority challenged,and hindered the implementation of cultivated land protection a basic state policy.Therefore,this paper studies on how to define basic farmland more rationally.(1)the understanding of cultivated land quality evaluation,the protection of basic farmland and research progress at home and abroad and arable land and basic farmland,on the basis of related concepts,the location theory,human relations theory,externality theory and sustainable development theory are analyzed in this paper,the;(2)to evaluate quality of cultivated land,using the theory of farmland classification,selection is given priority to with soil conditions of natural factors of the cultivated land quality evaluation index,the cultivated land quality evaluation index model is established,and evaluate the Q county farmland natural quality condition analysis;(3)the conditions of urban expansion,land shall,natural disasters and agricultural structure adjustment four factors as arable land,site conditions evaluation factors,combining arcgis spatial analysis method to evaluate single cultivated land site conditions factors respectively;(4)the Q county cultivated land quality condition coupled with social site conditions,build LESA cultivated land comprehensive evaluation model,and on the basis of the comprehensive index model is constructed to establish the basic farmland demarcated standard Q county,to delimit the quality of basic farmland has both good natural conditions,and in harmony with the external site conditions,achieve the goal of basic farmland high yield,strong stability.Based on the empirical research on the basic farmland demarcation in Q county,H city,hubei province,this paper shows that(1)the agricultural land classification results can be a good indicator of the quality distribution of cultivated land in Q county;(2)by choosing urban expansion conditions,continuous conditions of arable land and natural disasters affect four factors influence,the agricultural structure adjustment of site conditions evaluation system can effectively to Q county cultivated land site assessment;(3)Q county as the empirical case,from the perspective of security Q county food production,the cultivated land quality conditions weight and social site conditions weight proportion of the LESA model as 3:2,and on the basis of the relationship between the weight set up Q county cultivated land comprehensive evaluation formula is Fij = 0.6 × Fi + 0.4 × Fj,show that Q county arable land,natural conditions on the delimitation of basic farmland played a major role;(4)according to the set up of the cultivated land quality and site conditions comprehensive evaluation results to discuss the Q county near point of basic farmland demarcated threshold,will be divided into basic farmland and general farmland cultivated land within the county,county of Q,we made empirical analysis on the township of basic farmland demarcated,have accounted for 73.16%of total arable land in the region of the cultivated land comprehensive evaluation index is higher,after designated as basic farmland can both satisfy the cultivated land quality general requirements and can ensure that the higher order demarcated quantitative index of basic farmland,is conducive to Q county,strengthen the permanent protection of basic farmland.
