The Layout Adjustment For Permanent Basic Farmland Layout In Zhangwu County

There are many human factors interfering in the process of permanent basic farmland delineation in various places in China,which makes its layout not very reasonable.Therefore,how to adopt a scientific and reasonable spatial delineation method of permanent basic farmland is of great significance to the delineation and protection of permanent basic farmland in China.In this paper,we use remote sensing monitoring system and data from“The Third Land-use Survey” to accurately compare the quantity,structure,slope and quality of existing permanent basic farmland,arable land,and permanent basic farmland reserve area in each township.By Arc GIS software to various villages and towns existing permanent basic farmland,cultivated land and basic farmland reserves,class structure,the slope of quality and quantity of accurate comparison calculation,again through the figure spot technology of permanent basic farmland and future three line(red line the ecological protection of the red,key projects,urban development border line)for effective docking.Make sure the layout of permanent basic farmland adjustment and majorization.The main achievements are as follows:(1)The permanent basic farmland in Zhangwu County has the potential to be redeveloped.At present,there are 124730.51hm2 of permanent basic farmland have been designated in Zhangwu County,accounting for 67.26% of the total cultivated land.In terms of slope and quality grade,the spatial layout is basically reasonable;For the county strive to build centralized contiguous,agricultural infrastructure supporting high standard permanent basic farmland has a certain potential.(2)There are more conflict areas between the original permanent basic farmland and the three red lines.Some areas are no longer suitable for planning permanent basic farmland protection areas with the cities’ development.On this basis,adjustment of permanent basic farmland reserve areas priority.Based on the results of "The Third Land-use Survey",there are 4797.45hm2 conflict areas between the permanent prime farmland and the three red lines in Zhangwu country.After deducting conflicts,permanent capital farmland can be retained or bring into the permanent capital farmland reserve area.(3)Ensure that the quantity and quality of new permanent basic farmland to achieve standards and the layout is stable.According to the demarcation requirements of permanent basic farmland reserve areas,the new permanent basic farmland of 3513.82hm2 will be included from the reserve area,and the remaining conflict area is subdivided from the general arable land,the quality grade is about 11.6,which attains the requirements;According to the audit procedure and the standard requirements of database construction,thus solving the task of replacing the permanent basic farmland.(4)Through the permanent basic farmland layout adjustment,in accordance with the principle of ensuring economic development and not adjusting permanent basic farmland across counties,the remaining 30950.00hm2 of general farmland will be used as the reserve force for permanent basic farmland,and it can achieve the demand of permanent basic farmland completely,make sure the balance of adjustments.
