The mine resources in Liaoning Province are abundant and have been mined for a long time. Showed by the statistics of soil erosion and water loss investigation, there are 6881 mine plots in Liaoning province in 2003. Based on the investigation, the disturbed area in Liaoning province is 89553.64hm2 and the total soil erosion and water loss is 1.18×107t. It is necessary to enhance comprehensive control of soil erosion and water loss and to improve the ecological environment in mine area, so that the harmony development of the resource development and ecological environment protection can be ensured.The number of mine plots in Liaoning province is huge and the mine plots distributed in many different places which are far from each other. Furthermore, the collection and management of information is difficult and complex, thus the control of the soil erosion and water loss is restricted. Therefore it is urgent to establish a management information system for soil and water conservation in mine area. This system should contain overall information, be convenient for management and operate easily. Furthermore, it integrates the statistics and calculation and is an important tool for soil and water conservation management in mine area.The purpose of this paper is to establish such a system which based on the component GIS. Programming language Visual Basic 6.0 is selected to design the Man-machine interactive control interface. The storage database used for the soil and water conservation information in mine area is the Access database. The geographic information management module of mine plots is developed based on the component GIS control MapX. The expert subsystem for soil erosion and water loss forecast is established by the mathematical model for soil erosion and water loss.The main content of the study are as follows:information code design for soil and water conservation in mine area, information database structural design for soil and water conservation in mine area, management information system design for soil and water conservation in mine area, expert subsystem for soil erosion and water loss forecast in mine area.System database structural design:There are five attribute tables in total. They are basic information tables for mine area, basic information tables for enterprises, circumstance tables for mine fields, circumstance tables for discarded rocks'fields, and tables for tails and subsidence area respectively.System structure design:There are four subsystems in total and they are system management subsystem, data management subsystem, geographic information management subsystem and expert subsystem for soil erosion and water loss forecast.Function design of subsystems:(1)the main functions of the system management subsystem contains update, backup, repairing, reporting, importing and error checking for data.(2)the main functions of the data management subsystem are as follows:survey tables generating, data exchanging, data modifying, data adding, data querying, statistical analysis and so on. (3)the main functions of the geographic information management subsystem are as follows:to generate files for mine plots, to query information for mine plots, to edit information for mine plots, to modify styles for mine plots and to print maps.(4)the main function of the expert subsystem for soil erosion and water loss forecast is to calculate the quantity of soil erosion and water loss by the existing soil erosion and water loss empirical formulas based on the different land use types and circumstance of plants and soils before destroyed and after destroyed.
