Research On The Transfer Institutions Of Forestry Land Contracting Right

As an indispensable element for forestry development, forestry land ismajor natural and strategic resources of national economy, as well as vitalfor the existence and development of forest, and plays a core role insecuring wooden products supply and safeguarding national ecologyenvironment. Considering our country owns inadequate forestry land whichare almost of bad natural condition and used inefficiently, the only way ofmeeting our tremendous needs for wooden products is to increase the usingefficiency of forestry land by allocating forestry land reasonably.Under the existing institutions of forestry land using, we can onlyutilize forestry land for forestry by acquiring forestry land use right throughcontracting. Given forestry land ownership cannot be transferred, thetransfer of forestry land contracting right becomes the only channel ofoptimizing the allocation of forestry land. However, there are variousdefects both in legislation and implementation of forestry land contractingright transferring institutions, which strongly hindered the transfer offorestry land contracting right, and are of no help in optimizing theallocation of forestry land, thus we should amend and improve relevantinstitutions.Take forestry land contracting right as the main topic, this papersystematically summarized all relevant regulations on forestry land contracting right by empirical analyzing method. The paper contained three chapters, specifically explained the patterns, procedures, and limitations of acquisition and transfer of forestry land contracting right, and further analyzed the feasibility and limitations of subscribing for modern corporations with forestry land contracting right, pointing out the defects of the existing institutions and putting forward my proposed modifying suggestions correspondingly.Chapter One defines the research scope of the whole paper and introduced how to acquire forestry land contracting right. Chapter Two specifically explained the patterns, procedures, and limitations of acquisition and transfer of forestry land contracting right. Chapter Three further analyzed the feasibility and limitations of subscribing for modern corporations with forestry land contracting right. And finally the conclusion part summarized the whole paper and put forward my proposed suggestions of modifying the existing institutions of forestry land contracting right.
