Agricultural water-saving is a permanent problem in the world. How to develop the information technology into the agricultural water-saving is an important composing part in developing countries. In the agricultural information technology, intelligent system combined the scientific research results in water saving agriculture with the agricultural expert system will be played a more important promoting function for popularization and extension of the water-saving irrigated agriculture.Started with the basic principles of water saving irrigation (WSI), analyzed each parameter of irrigation forecast, put forward the decision-making basis of water saving irrigation, applied the Knowledge Engineering and principle of information technology, integrated the experts'knowledge, experiences and scientific research results of water saving irrigation in many years with the computer software, the expert system of intelligent decision-making and management for water saving irrigation have been developed by using the agricultural information platform XF6.1 developed by Heifei Institute of Intelligent Machines, Academy Sciences of China.The organization structure of this system was constituted five main parts: as Knowledge Base, Data Base, Man-machine Interface, Explanatory Interface, and Inference Engine. The Knowledge Base and Inference Engine were independence each other with considerably strong capacity for extension. Furthermore, this system was integrated the agricultural expert system with the multimedia technology, external object such as *.EXE type etc, not only objective, imaginable, and friendly for Man-machine Interface, but also simple to operate, easy to learn and understand. This system was taken Windows as its application platform, synthetically used the mechanics of inference, prediction, and explanation to realize the decision making and management of WSI to the users.The function of this system and main research results:(1)Sub-model of irrigation forecast and decision-makingIrrigation forecast is the main content of soil moisture management in farmland, is to forecast irrigation date, irrigation quota of the crop under a certain condition.
