China is a country with a serious problem of water shortage. The traditional agronomy water saving and engineering water saving already cannot meet the modernized demand of water saving. We must adopt the advanced technology to realize dynamic monitor and the information management for the water resources and the irrigation process through management of saving water. This is an inevitable trend of the time and the technical development.More and more researchers have already obtained successful experiences through the use of the "3S"technologies in the water conservation informational engineering construction, which is closely related to the spatial information. WebGIS technology is a key information technology to solve information gathering and exchanging. But with the rapid development of mobile communication and Internet, it is possible to realize all kinds of fundamental water conservative informational telemeter, the remote control, as well as the speedy information transmission. The combination of both has provided the perfect solution for the automated water saving irrigation.Through combining theory with practice, this study has followed the newest research tendency home and abroad, which proposes the application of technology of GIS, the networking and the communication technology integration to the realization of the design proposal of the long-range automated irrigation system on the basis of WebGIS. This plan has used the advanced pattern system design of the B/S, and combined the ASP technology with the "GeoBeans"re-development of the WebGIS software, and carried on the data gathering and the data control by using the GSM technology, and realized the overall system function by using the relational database model as the database design pattern. The primary coverage and the result are as follows:Firstly, in accordance with the design of long-distant automated water saving irrigation controlling system of the WebGIS and with the modern software engineering design concept, through using UML (unification pattern language) as the designing model and applying the iterative type research and development pattern, to establish the automated irrigation control system research and development plan.Secondly, combined with the demand of the union system, it has realized long-distant wireless communication software and the hardware system based on the GSM;Thirdly, integrated with WebGIS, the database technology and the network, it has developed the long-distant automated control system software for water- saving irrigation.
