"Forest landscape restoration (FLR)" was put forward by IUCN,WWF,ITTO and otherNGOs to solve the problems of forest degradation, fragmentation and modification andovercome the limitation of conventional solutions. As a complementary framework tosustainableforest management, FLR has come to international attention increasingly. Based onwildly collecting relevant information abroad, the paper combined theories analyst and casestudy to analyze FLR systemically. The main conclusions are as follows:"Forest landscape restoration" is a process that aims to regain ecological integrity andenhance human wellbeing in deforested or degraded forest landscapes. FLR differs fromconventional restoration approaches in several ways: it takes a landscape-level view, involvesthe use of a "double filter", which implies that any FLR initiative should improve both theecological integrity and the human well-being at a landscape level. It doesn't aim tore-establish pristine forest; rather, it aims to strengthen the resilience of landscapes and therebykeep future management options open. Importantly, it should be a collaborative process,involving a wide range of stakeholders to decide collectively on the best options forrestoration.The basic theory of FLR lies in Landscape Ecology, Restoration Ecology, StakeholderTheory, and Public Participation, Adaptive Management. Basic concepts and principles inLandscape Ecology, such as such as landscape heterogeneity and pattems theory, disturbance,scale and landcape mosaics theory, and community succession theory, ecological niche andecological programe theory in Restoration Ecology can guide the practice of FLR. StakeholderTheory, and Public Participation, Adaptive Management are theoties in the whole process ofFLR implemtation.The content and method are the key point of FLR theory system. The main elements in theimplementation of FLR contain: identifying stakeholders, building support for FLR,understanding the landscape mosaic and dynamics, site selection, implementing site-levelrestoration strategies, monitoring and evaluation. It involves such methods as meaningful public participation, balancing land-use trade-offs adaptive management, action leaning, jointdecision-making and conflict management.The FLR concept is still being refined and evolving. The Global Partnership on FLR,launched in 2003 by WWF, IUCN and theForestry Commission of Great Britain, provides avehicle to share experiences and build up a portfolio of learning initiatives from around theworld.Through 5 national-level cases study, key factors for the successful implementation ofFLR can be drawn, that is making practical plan, taking landscape scale, ensuring theparticipation of local people, meeting the demonds of local communities rather thangovernment and the promotion of government.Based on preliminary application of FLR theories, forest lancscape mosaic and dynamicswas analized in Yong'an City of Fujian Province. In view of forest restoration andrehabilitation, study area was divided into 8 landscape element types, which containsclose-primary forest, natural broad-leaved secondary forest, natural Pinus massonianasecondary forest, natural bamboo forest, planted forest, economic forest,degraded forest landand non-forest land. Applying subcompartment survey data and sample plot survey data, basedon GIS tool, the paper analized landscape pattern and dynamics of study area with landcapeindices method. Meanwhile, Markov model was established to forecast its developmenttendency. Finally landscape diven-force was analized and FLR measures were put forward.
